Today Pakistan is like its national airline PIA, talented but bankrupt, uncreative and miserable. This same failed PIA groomed nascent Emirates three decades ago. Unless we find a way to turn this PIA into Emirates, time won’t wait for us. Pakistanis have already begun swapping loyalties. Many of us prefer to fly any airline to flying the national carrier. What’s true for airlines is also true for nations.
Emirates, the country and not the airline, did it without democracy, elections, or laws. They still don’t have democracy today. But they have laws, discipline and a good life. Most Pakistanis, whether urban, rural or tribal, love to live in the Emirates. The point is that just having democracy won’t give us anything. The last three years are proof. We are having the wrong debate. What we need is creativity, prosperity, and then elections. And no, this is not a call for military intervention. Official sources told Business Recorder that a number of agreements, worth billions of dollars, in different sectors including energy, agriculture, water, trade, industry and defence are expected to be signed during Bao’s visit. Nuclear energy deals will be a top agenda item despite US pressure on Pakistan.
The Economic Affairs Division (EAD) is active in finalisation of new pacts, besides progress on agreements and MoUs inked in the recent past. The leaders of the two countries may also discuss progress on a possible deal between Pakistan and China on purchase of a Pakistani bank. A couple of months ago, President Asif Ali Zardari had directed the concerned officials, including State Bank of Pakistan (SBP) Governor to remain in touch with the Chinese central bank to finalise a feasible proposal. continue

Two year later, no one has probed the international aspect of the planning for the Mumbai attacks. Both India and the United States are focused only on the alleged Pakistani part of the attacks. The Pakistani part is limited. The international dimension of the planning and preparations for the attacks is vast and full of leads that have been deliberately suppressed by the Indian and US governments.
India is focused on settling political scores with Lashkar-e-Tayyeba. The United States insists on becoming a party to the Mumbai attack and is using the group’s name to peddle conspiracy theories about LeT’s ‘global ambitions’ in order to pressurize Pakistan on the Afghan front and rid India of one of its most formidable Kashmiri foes.
India is yet to convict the lone surviving terrorist in the attacks, Ajmal Kassab. New Delhi is yet to reveal crucial parts of its own probe, especially any information on the backgrounds and identities of the ten terrorists who carried out an impressive attack against India on Indian soil with near impunity.
By delaying the conviction of Kassab for two years, India has lost the credibility of its case and weakened its allegations against Pakistan. The only reason there’s no conviction is because there’s no evidence. And as time passes, more information emerges about the international aspects of this crime. The new information further weakens India’s get-Pakistan campaign.
That’s good news for Pakistan. But there’s a whole bundle of trouble for Pakistan that has developed since 2008. It would be suicidal for the Pakistani government to ignore it: continue

The increase in the American drone attacks in the South and North Waziristan has now become unbearable. The stage has come where our leadership should pick up the guts to tell US President Barack Obama enough is enough. The main question is who should be held responsible for allowing the ruthless killing of innocent civilians in collateral damage- former military dictator Gen. (retd) Pervez Musharraf, COAS Ashfaq Parvez Kayani or President Asif Ali Zardari? Although no immediate answer is available, yet none of them can shun responsibility and the day is not far off when they will have to account for their role.
Even if we argue that this is being done to eliminate Al-Qaeda and extremist elements from the tribal region, nothing justified carrying out 200-plus drone attacks since they started in 2004, killing well over 2,000 innocent civilians as only 30 suspected terrorists were hit. The ratio of striking against the Al-Qaeda operatives achieved by these drone attacks, according to military estimates is as low as 2.5 per cent, which is not enviable by any standards. continue

Give the devil its due credit. An overwhelming majority in Pakistan considers India as a devil. Going by the idiom, India should be fully credited for sharp and foxy diplomacy for swaying the U.S to do the needful and fulfill their demands.
Obama started his visit by avoiding Indian media’s demand of demonizing Pakistan. But he ended the visit doing just that. He lost midterm elections because of economy. So it was a smart move to hedge his bets for 2012 by committing India to buy $15 billion’s worth of American goods creating more then 60,000 jobs back home.
The US is the largest spending economy followed by the Europeans. Since these markets are saturated, looking for new buyers makes sense. With a billion people, India is a legitimate consumer. That’s why more than 150 CEOs of large US corporations traveled with Obama to sell. continue

Reko Diq is a remote location in the north-west of Chagai, a sparsely populated district in north-western Balochistan. The weather in the desert there ranges from searing summers of 40-50°C to freezing winters of down to -10°C, with precipitations (winter rain and some snowfall) of less than 40mm. Periods of high wind and dust- and sandstorms have a demobilising impact on local activities and trade. Access to Chagai district is from the Zahidan-Quetta highway.
A large low-grade copper porphyry deposit, Reko Diq has total mineral resources of 5.9 billion tons of ore with an average copper grade of 0.41 per cent and gold grade of 0.22 g/ton. The economically mineable portion of the deposit has been calculated at 2.2 billion tons, with an average copper grade of 0.53 per cent and gold grade of 0.30 g/ton. The annual production is estimated at 200,000 tons of copper and 250,000 ounces of gold contained in 600,000 tons of concentrate. At today’s international prices of copper at $8,600/ton (with cost of production at $1,500/ton) and gold at $1,350/ounce (with cost of production $350/ounce), the profit works out to $1.42 billion for copper and $2.5 billion for gold, $4 billion approximately annually from a revenue of $4.65 billion. This translates to $224 billion’s profit from revenues of $260 billion over the life of the mine. continue

At times, one may wonder at the seeming irrationality of US foreign policy toward Pakistan. When the floods struck, the US government was the most prolific donor, with USAID politicos expressing ready sympathy for the victims. American officials have declared that it is imperative to broadcast a beneficent image of the United States, worriedly citing polls that track the rise of anti-American sentiment in the Pakistani public. This is sandwiched by CIA bombing campaigns in Waziristan and hired mercenaries like Blackwater (now Xe) Corporation conducting terrorizations that alienate hearts and minds throughout Pakistan.
A fresh development in this schizophrenic saga is the return of Pakistani strongman Pervez Musharraf to the political arena. From his current perch in London, Musharraf announced on October 1 that he is creating a new political party — the All Pakistan Muslim League — to run for office in Pakistani elections. Proud collaborator of the War on Terror, his speeches show that the destabilization and social terror he helped inflict hasn’t impaired his flair for the grandiose. “Today, God has given me the opportunity to set the tone for my political legacy,” he announced at his London press conference. “Come join me in changing Pakistan’s destiny. Pakistan has said that it has acquired advanced nuclear fuel cycle capability and can offer it to the rest of the world under IAEA safeguards. The offer, contained in a national statement presented at a two-day summit which concluded in Washington on Tuesday, reflected Islamabad’s desire to gain recognition as a nuclear state.
“As a country with advanced fuel cycle capability, Pakistan is in a position to provide nuclear fuel cycle services under IAEA safeguards, and to participate in any non-discriminatory nuclear fuel cycle assurance mechanism,” the document said.
At the summit, Pakistan also reiterated its proposals for establishing a strategic restraint regime in South Asia.The policy paper released during the conference stressed that such a regime would “promote nuclear and missile restraint, a balance in conventional forces, and conflict resolution”.
Pakistan said that it had already concluded with India risk reduction and confidence-building measures which included a hot line, prior notification of ballistic missile tests, and an agreement on reducing the risk of accidents relating to nuclear weapons.
“More than ever, India and Pakistan need a substantive, structured and sustained dialogue on all issues, including nuclear CBMs,” the Pakistani statement said.
It also underlined Pakistan’s legitimate needs for power generation to meet the growing energy demand of its expanding economy.
“Civil nuclear power generation under IAEA safeguards is an essential part of our national energy security plan to support sustained economic growth and industrial development,” the statement pointed out.
In his address at the inaugural dinner on Monday night, Prime Minister Yousuf Raza Gilani told the participants that Pakistan had more than 35 years’ experience of operating nuclear power plants, a highly trained manpower and a well-established safety and security culture.
“Pakistan qualifies for participation in civil nuclear cooperation at the international level. We urge all relevant forums to give Pakistan access to nuclear technology for peaceful uses, in a non-discriminatory manner,” he said. continue

There is a very simple question that every Pakistani government official needs to ask the Americans: If you fail to pacify the Pashtun in Afghanistan, is it Pakistan’s responsibility to sever historical ties and wage war against them?
This is the mother of all questions because it deals with the issue of some, not all, of the Afghan Taliban using Pakistani territory to attack occupation armies in their country. Apparently this is the excuse the United States is using to expand its failed Afghan war into Pakistan. US officials say Pakistanis are unable to exercise sovereignty over their own territory. US proxies inside Pakistan – in politics and media – then use this argument to ask another question: Isn’t Al Qaeda and Afghan Taliban violating Pakistani sovereignty by using our border pockets as hideouts away from action inside Afghanistan? This argument is used to justify US violations of the Pak-Afghan international border. If Afghan Taliban can violate Pakistan’s border, why not the US military? So the justification goes. continue

The International Monetary Fund (IMF) has said that it has not asked Pakistan to increase electricity tariff as this is something the country has to decide itself. “The IMF has only asked Pakistan to solve the issues related to the energy crisis in consultation with the World Bank and the IMF,” it said.
The IMF authorities have maintained that the introduction of the RGST bill in parliament marks the start of implementation of conditions agreed with the Fund and that they have told the Pakistani officials that the step has strengthened their hand.
They said the IMF review mission will recommend issuing the next tranche to Pakistan in its report. However, presentation of the RGST bill in parliament will not suffice as it will also have to be implemented in order for Islamabad to qualify for the $1.7b loan installment.
A senior IMF official, while talking to Express, rejected the notion that Pakistan was increasing the electricity tariff to fulfill the demands of the Fund. Afghan President Hamid Karzai, in a newspaper interview published Sunday, voiced his opposition to US done attacks in Pakistan, and said that he now realises that the Pakistanis are suffering more than Afghans due to terrorist violence afflicting the region.
“My nature is not one that appreciates military. I’m not a pro-gun person, I don’t like guns or airplanes, so I can never talk in favourable terms about planes that are shooting people or bombing people, so you’ll have to ask a more hardcore fellow, I’m a soft-core fellow,” he said in response to a question about drone attacks in Pakistan in the interview with The Washington Post.
Asked what more should be done by the US to address insurgent sanctuaries in Pakistan, the Afghan leader said: “This is the main problem in the war on terror. There was a time early on that the United States could work effectively on the sanctuaries, where there was full backing by the Afghan people, in this regard. It didn’t happen. And now they’re addressing this problem by the drone attacks, and also by talking and continuing to engage with Pakistan. Sanctuaries (are) a problem. A serious problem. For Afghanistan, now also for Pakistan. I just hope that Afghanistan, the United States and Pakistan together will do all that we can together to address the problem. For the initial years, I was highly critical of Pakistan and their lack of action on the sanctuaries. Now … I see Pakistan suffering more than we are in lots of ways, especially in the consequences of the violence that these sanctuaries and the militancy there.
“On the one hand, I sympathise with them and want to be closer to them and work together to address it. On the other hand, I’d like to ask them to do more on the sanctuaries and for the United States to pay closer attention to this problem. Peace in Afghanistan will not come unless we address the question of sanctuaries and unless Afghanistan and Pakistan are on the best of terms as friends and neighbours and brothers, with America, present with us and among us.”

The Supreme Court has been requested via a petition to order the federal and provincial governments to renegotiate the Reko Diq mining contract, set to expire in the last week of this month, in favour of the country instead of the mining firm. Terming the sale of Reko Diq mines as the last chance for saving the country from “foreign exploiters”, the petitioner said that Pakistan should get an 80 per cent share and the mining company’s share should not exceed 20 per cent. The request was made in a petition filed in the Lahore registry of the Supreme Court by the Punjab president of the Watan Party, Hashim Shaukat Khan.
Barrister Zafarullah Khan, the petitioner’s counsel, quoted Khan as saying that corporate bosses of two of the largest mining groups in the world have been holding meetings with President Asif Ali Zardari, Prime Minister Yousaf Raza Gilani and the State Bank governor, pressing them to “quietly and quickly” hand over Balochistan’s vast mineral treasure “worth over $3 trillion”.
Over the years, he said, so many “games” have been played with national assets and so many public enterprise units have been sold for “peanuts” that the soundness of national economy has been completely eroded, which has resulted in bankruptcy of the national treasury, starvation and loss of sovereignty. continue

Most Pakistanis missed a newspaper advertisement over the weekend that indicates that Pakistan’s elected rulers have no qualms conducting deals away from public scrutiny worth billions—even when there are public complaints about it.
No one noticed when an international mining conglomerate placed a large advert in a Pakistani newspaper over the weekend seeking to recruit a slick operative to help in dealing with the federal Pakistani government for ‘a major project in the mining industry in Pakistan.’
The advertisement was placed by Tethyan Copper Company in Dawn newspaper yesterday, Sunday, Nov. 7. In explaining the new recruitment, the advert said, “[Tethyan], in partnership with Government of Balochistan, is developing a world-class copper-gold mine in Reko Diq, District Chagal of Balochistan.”
The ad sought to invite applicants for the position of Security & Government Affairs Officer based in Islamabad. As the title suggests, the successful candidate is expected to ensure security on the ground in Balochistan, and create and peddle influence to ensure no government department blocks company interests. continue

The second batch of four Z9EC Anti Submarine helicopters, and the first Information and Electronic Warfare Jet aircraft were formally inducted in Pakistan Navy Aviation fleet on Thursday. The induction ceremony was held at PN Aviation Base PNS Mehran. Chief of the Naval Staff, Admiral, Noman Bashir was the chief guest.
The Z9EC helicopters have been acquired from China under the contract with China National Aero technology Import and Export Corporation (CATIC). The first batch was inducted last year which has been successfully taking part in Naval Air Operations. These helicopters operate from F-22P Frigates which now make an important part of PN Fleet. If Pakistani politicians fail to build consensus, will they agree then on the need to step aside, spare us their chaotic politics, and let the rest of us force changes into the system to allow new thinking and new faces? Nawaz Sharif's idea of a 25-year plan for Pakistan is not bad. Except if it means 25 more years of the same tested, tried and failed politics by the same incapable political parties.
Former Prime Minister of Pakistan Mr. Nawaz Sharif has issued a statement asking the nation's politicians, judiciary and the military to create a 25-year plan he called the Charter of Pakistan. The plan, he said, should be produced 'with consensus' to pull Pakistan 'out of its problems.'
Our politicians are just discovering what statesmen in other nations take for granted. Better late than never.
There is no reason to doubt Mr. Sharif's sincerity in floating this idea. But he should also ponder with an open mind what many skeptic Pakistanis say about it. Seen from another context, this noble idea can easily turn into 25 more years of the same tested, tried and failed politics in Pakistan. More bluntly: another lease on life for dying Pakistani political elite. continue

When a US delegate once confronted a Chinese diplomat about Beijing's uncompromising support for Pakistan, the Chinese reportedly responded with a heavily-loaded sarcastic remark: "Pakistan is our Israel".
But judging by China's unrelenting support for some of its allies, including North Korea, Burma, Zimbabwe and Sudan, its protective arm around these countries is no different from the US and Western political embrace of Israel – right or wrong.
While China is battling the West over exchange rates, import tariffs and its territorial claims in the South China Sea, Beijing is also lobbying furiously to stall a Western- inspired proposal for a Commission of Inquiry on possible war crimes by the military junta in Burma (Myanmar).
"Such a commission should not be seen as a way to punish the government, but to prevent impunity and help prevent further abuse," says the UN Special Rapporteur on Myanmar, Tomas Ojea Quintana.
But China, which in January 2007 exercised its veto, along with Russia, to prevent Security Council sanctions against Burma, has not shown any willingness to back the proposal – even for a watered-down commission.
"Clearly," says one Asian diplomat, "China is trying to reassert its political clout at the United Nations as a counterweight to its defensive stand on currency and trade issues."
The New York Times newspaper said on Tuesday that the US administration is facing a "confrontational relationship" with an assertive China and is trying to respond to "a surge of Chinese triumphalism" by strengthening Washington's relationship with Japan and South Korea. continue

My countrymen, Pakistan is passing through tumultuous times and we as a nation have to sacrifice”. This sentence was the starter of late Gen. Zia’s speech which I used to listen to when I was a kid during late 1980s. Then I grew up and saw the same rhetoric being uttered by our young Prime Minister Benazir Bhutto and then by the not-so-innocent Prime Minister Nawaz Sharif. When I entered university to enjoy the rush of adrenaline (for all the stories I heard about university life), I would see Gen. Musharraff uttering the same rhetoric.
That sentence lingers on very much in 2010.
If you do extensive historical readings about Pakistan and travel every inch of it, you can reach a fair conclusion that there is a ‘hand of God’ in the affairs of Pakistan. These so-called established leaders have always made us afraid of the grave situation we are confronted with by using the aforementioned sentence in the opening of their speech. 180 million Pakistanis resolve is time tested and their endurance is guaranteed. We were down under in 1971 when East-Pakistan was plucked from Jinnah’s envisioned Pakistan, remember Russian treaty with India in august 1971 emboldened Indra Gandhi to attack Pakistan openly in November 1971 and then the end is a known fact to all of us. The same bleeding and weak Pakistan went for all out support in late 70’s, when even western support was not in sight, to their Afghan brethren and made Russia bleed profusely. Resultantly Russian empire diminished from the world map and we took our revenge from at least one party which was involved in dismantling Pakistan back in 1971, the other can enjoy the breathing space for the time being. continue

Tokyo is asking Pakistan to sign NPT while condoning nuclear sales to India. The move will worsen global nuclear proliferation. Unfortunately, like the US, Japan’s record on nuclear safety is not too good.
Non-proliferation has over time become increasingly discriminatory and a vehicle for the powerful to pressurize states they consider “unreliable”, and the fact that these targeted states happen to be primarily Muslim states, with the sole exception of North Korea, reflects a further bias within the developed world. In fact, the accommodating manner in which the US has treated North Korea’s open defiance of the NPT in contrast to the treatment meted out to Iran which has stayed within its NPT obligations and continuously reiterated its abhorrence of nuclear weapons, only bolsters the perception that Muslim states are being targeted by the US and its allies on multiple fronts, especially post-9/11. The Indo-US nuclear deal, and the repercussions of it within the IAEA and Nuclear Suppliers’ Group (NSG), has brought all these contradictions and dualities out into the open. continue

Just 18 months ago Hillary Clinton declared there was an “existential threat” to Pakistan. The Taliban had occupied the picturesque Swat valley and imposed sharia law only 100 miles from Islamabad. With militancy on the rise in almost every corner of the country and bomb blasts thundering across its cities, the nuclear-armed state did indeed appear to be in peril.
Only weeks after the US secretary of state’s intervention, Pakistani troops poured into Swat. Several hundred militants were killed and more than 2m refugees fledin the biggest internal displacement of people since the Rwandan genocide. The Swat campaign was “a watershed moment”, according to Salman Taseer, governor of Punjab and an ally of the civilian government of President Asif Ali Zardari. “It was a battle for life and death. If we hadn’t survived that, who knows?”
Who knows indeed. Yet watershed moments are hardly a rarity in Pakistan, a state that lurches from crisis to crisis like a bus stuck in first gear (and lacking brakes and headlights to boot). Since the army imposed a tenuous order on Swat, Pakistan has been buffeted by the mother of all floods, a fresh wave of suicide bombings and what Maleeha Lodhi, former ambassador to the US, calls “layer upon layer of economic crises”.
Yet Pakistan has survived. In its partial victories against Islamist militants it may even have made some kind of progress. It is all too easy to think of Pakistan as a failing – even a failed – state. But it might be better to see it as the state that refuses to fail. continue

The Pakistani delegation headed by our very own foreign minister Makhdoom Shah Mehmood Hussain Qureshi is in session with the U.S delegation in Washington for the third round of the strategic dialogue, headed by secretary of state Hillary Rodham. The word strategic is enthralling but the moment a sane person comes to know about the outcome of these US-PAK strategic dialogues they instantly say, ‘It’s just a discourse between U.S and Pakistan for no better outcome.’
The recently published book, Obama’s Wars, is full of taunts against Pakistan, portraying it as a tainted ally. Not to mention a report by a Washington think tank accusing Pakistan of diverting flood money to its nuclear program. And the Obama administration report to Congress stating Pakistan is not doing enough against Al-Qaeda and Taliban. All of this leaves a bad taste in the mouth just before starting a strategic dialogue and clearly shows that U.S is pressurizing Pakistan by this rhetoric and storming up a public perception that Pakistan is the reason why America is losing Afghanistan. continue

The Americans suspect that the Pakistan military has a “hands off” approach towards certain militant groups, namely the Haqqani network and Lashkar-e-Taiba (LeT), a jihadi outfit believed to be active in Indian Kashmir. A recent White House report submitted to the US Congress claims that the Pakistan military continued to avoid engagements that would put it in direct conflict with the Afghan Taliban or al Qaeda inspired Haqqani network in North Waziristan.
Official sources disclosed to The Express Tribune that the Indian lobby is also active in Washington to ensure that the US aid is linked with Pakistan dismantling LeT, which New Delhi believes was behind the Mumbai attacks.
However, it is widely believed that Pakistan’s reluctance to go after groups such as the Haqqani network stems from the fact that the military does not see it a direct threat to its interests.
