The narrative and counter narrative about Ex-Adiala eleven is turning rather mysterious. They certainly were not the members of a squad that had won some sports world cup for Pakistan They were hardened terrorists playing ‘catch me if you can’ with our judicial system.’ They were involved in high profile terrorist act like attacks on General Headquarters (GHQ), Hamza Camp, Minhas air base etc. They were undergoing a court martial under the Army Act on the charges of attacking the military establishments.

Bringing even ordinary criminals to justice is an uphill task in our country; systems and structures are inclined to support the criminal. Under these circumstances, convicting and sentencing an indicted terrorist is an almost impossible task. Contributory reasons are many; some of these are lack of appropriately equipped forensic laboratories, unsatisfactory protection for prosecution witnesses and judges and the prevalent corrupt culture in our investigating agencies. Prosecution often fails to make a worthwhile case against the accused.

Even under these circumstances, extra-judicial killing is not an option nor would any sane person support that. Supreme Court has done a commendable job by taking notice of the four deaths. Hence, for the time being, it is not logical to presume that the four criminals did not die of natural causes. Hopefully, a judicial probe would ascertain the facts. Probably, the four dead bodies would be exhumed for forensic focused autopsies. Therefore, frenzy of extra judicial killing is premature and uncalled for.

Though charges of extrajudicial killings levelled by the heirs of dead terrorists while they were undergoing a trial appear grave on the face of it, a deeper scrutiny indicates that those who want to make the process of trial controversial to save the remaining terrorists from punishment have fabricated the story.

Investigating agencies have already informed the Supreme Court that four out of 11 prisoners who disappeared from Adiala Jail, Rawalpindi, and later apprehended from tribal area had died in custody, but of natural causes. Keeping in view the history of these prisoners, it would be a grave security risk to produce them before the court in line with any specified schedule. Moreover, four other prisoners are in a critical health condition and are under treatment in the LRH; travelling may aggravate their illness. As an alternative, the court may consider appointing its representative to visit the places of internment to ascertain the personal safety of the prisoners.

Supreme Court is hearing a petition by Rohaifa, the mother of three out of the eleven accused. She has pleaded that her sons, Abdus Saboor, Syed Abdul Basit and Syed Abdul Majid and the eight other people had been kept in illegal confinement by intelligence agencies. Her son Saboor, aged 29, was one of the four who died in custody. She has requested the court to determine whether the deceased and surviving detainees, including her sons, who are civilian, were subject to the Army Act. Though the question of applicability of the Army Act in this specific case would be adjudged by the court, Army & Air Force Acts and the Naval Ordinance do have provisions whereby civilians can by tired by a court martial, if they commit an offence against these forces.

Mothers narrative is bound to be emotional, her stance is: “If they are subject to the Army Act then the court should declare that their arrest and detention and the proceedings of trial have not been done in a lawful manner and, therefore, they should be set free in the interest of justice.” She has petitioned the court for provision of ‘due process of law’ to her three sons Syed Abdus Saboor, Syed Abdul Basit and Syed Abdul Majid. However, keeping in view the gravity of the offenses, undue swaying towards a typical mother’s narrative, whose one son has died and other two are on the edge, would not be in the interest of public safety. Sanity demands that let the process of law take its due course.

If the four prisoners were murdered, then this is a grave issue. The matter is of public importance. This raises apprehension about the remaining detainees as well. It must be found out how the four youngsters died. However, until then speculative narratives should not mislead the public. Speculation also has it that the custodians of the dead prisoners left their bodies on the roadside after the LRH refused to accept them one after the other. If true, this represents a sad state of affairs. However, the document issued by the LHR does not corroborate this stance.

Alternative narrative has it that during 2007-08, these terrorists had attacked GHQ, Hamza Camp and Mihas air Base. Eleven suspects were apprehended after establishing their involvement. During the process of apprehension, lethal weapons, mines and explosives were recovered from their possession. They were acquitted by ATC Rawalpindi. Later, they were interned under section 16 of the MPO. However, Rawalpindi Bench of Lahore HC declared their detention illegal and ordered their release.

On the day of release from jail, the accomplices of these terrorist (under the guise of intelligence agencies) took them to the safe heavens in FATA. To cover up this, families of these people submitted a writ petition to the SC of Pakistan declaring them as missing persons. Under direction of the SC, intelligence agencies and law enforcement agencies apprehended 20 suspects including these eleven. During their stay in FATA, these prisoners fell ill. They were treated in CMH and LRH Peshawar.

Despite best medi-care, four of them died on different dates in the LRH Peshawar. Hospital officials handed over their bodies to the families with full respect according to Islamic rites. Each family’s permission was sought for autopsy, all four families declined.
While the case is subjudice at the highest level, and the true narrative would emerge in due course, media ethics demand that speculative trial of the Army and the ISI on this issue must be put on hold. The campaign against these national institutions, which have rendered tremendous services in eradicating the menace of terrorism, neither is in the national interests nor is supportive to the maintenance of high morale of those who put their life in line to protect the public safety.

Amid domestic political turmoil, PakMilitary keeps a region-wide watch.

In the never-ending theatrics of Pakistani politics, a key point is easily overlooked: that the country’s military has an eye on domestic stability while simultaneously dealing with United States and India on the western and eastern borders, respectively. In fact, this is a big story. Pakistan’s military – Army, Navy and Air Force — are busy maneuvering to improve the country’s geo-strategic position, which deteriorated considerably ever since Islamabad joined the US-led coalition that occupies Afghanistan since 2001.

In this view, Pakistani military is coping and adapting to tremendous pressures.

India is a major concern. It invaded Pakistan unprovoked in 1971, exploiting chaos after a Pakistani election. Recent confessions by collaborators of the invading Indian army indicate a high degree of malice in Indian intentions. So this is a real threat that cannot be overlooked. The country’s Armed Forces continue to quietly focus on military preparedness despite an unstable domestic political situation that often pulls the military into the mess even when the institution is least interested.

So on Tuesday, Jan. 31, while news headlines from Pakistan focused on the treasonous anti-Pakistan memo and the escape of its author from the country, few paid attention to formation-level military exercises on India’s border. The exercise was focused on the part of Indian border where Indian army invaded the country in 1965 and 1971. The drills involved Pakistan Army, Air Force and special-ops units. In a brief press release, the military media office, the ISPR, said the training focused on desert combat and counterinsurgency.

There are three benefits that Pakistani soldiers gain from training in Bahawalpur, a region located between the two provinces of Sindh and Punjab, touching India to the east. The first is to train for peacekeeping operations in places like Darfur in Sudan and in other parts of Africa where Pakistani soldiers enforce peace under United Nations umbrella. The second benefit is to get familiar with the terrain in Saudi Arabia and other Gulf states where Pakistani military trainers are deputed on long tours of duty. The third and most important benefit is to keep the Indians in check in the shared desert border regions.

Interestingly, just a few weeks after the Pakistani exercises, United States and India will launch their wargames on the Pakistan border in March 2012, codenamed ‘Yudh Abhyas’ in Sanskrit.

1. How our political parties, politicians and judiciary have worked together, passively, to protect and free a traitor. It’s as if the country’s security is the concern of ISI or the military and not the collective responsibility of politicians and others.

2. How the US worked overtime to get Husain Haqqani released, an American asset beyond a shadow of doubt. The way the US government issued a statement welcoming his escape from Pakistan is a telltale sign.

3. How a sitting Member of Parliament, Farahnaz Isphahani, and Haqqani’s spouse, landed in Washington to lobby against Pakistan, its military and its intelligence community. She privately told a British newspaper she escaped Pakistan because she was afraid the country’s military would kidnap her. Bad for her, the British journalist published this off-the-record comment, forcing her to issue a clarification. The statement shows deep malice against the country’s national security institutions. It proves how Haqqani and his boss, President Zardari, is every bit guilty of the contents of The Memo. [If you haven’t seen this brief, point-by-point reading into The Memo, please do. For Urdu version, click here.] Last, the reluctance of our military establishment to take a decisive stand on this case and preferring instead to avoid a confrontation with the pro-US government is understandable but disturbing.

This attitude is part of the general ailment that afflicts our failed political system. It is not difficult to see how this country will get out of anyone’s control down the road. A big and drastic change is required. [Wait for new ideas in this regard, expected to be floated next month in a special ceremony in Islamabad. The event will use the platform of Project For Pakistan In 21st Century, an independent Islamabad-based think tank.]

Regarding The Memo, I will spare our military harsher criticism because I understand that it is busy trying to limit the damage of the 2002-2011 years. Good luck guys doing that. But remember: our homeland is beyond correction through installments. The state can be restructured top down. It requires good Pakistanis, civilians and uniformed, men and women of will more than anything else.

43 Years Ago, Pakistani Politicians Defended Treason, They Do It Again

We ignored Agartala conspiracy, released the traitors who broke up the country two years later. We are doing it again in The Memo case.

The coincidence is unnerving. Forty-three years ago, Pakistan’s politicians and courts acquitted a traitor accused of helping a foreign country invade Pakistan. The evidence of treason was strong. But the politicians ganged up and generated enough disinformation against the military and ISI and to cover up for the traitor.

The traitor was released.

The case was dropped.

Two years later, the traitor led a revolt in support of the invading army of India.

Today, Pakistani politicians and courts repeat history: they have almost buried a case of treason, The Memo case.

This is a case where a group of Pakistanis attempted to conspire with another foreign power, the United States, to neutralize Pakistan’s military and nuclear weapons. Had this Memo happened when George W. Bush was president, there would have been many takers in Washington. Unluckily for President Zardari, Husain Haqqani and their other unnamed accomplices, there were no takers this time although many people in Washington continue to spew venom against Pakistan and its military every chance they get.

The Agartala conspiracy case of 1969 bears many similarities to The Memo case of 2011, where the main accused, former envoy to Washington Husain Haqqani, was ordered released by the Supreme Court today.

Even during the trial, he and his spouse Farahanaz Isphahani, a Member of Parliament and a presidential aide, were allowed to manage a media campaign against the country’s military in foreign press, spreading disinformation about possible assassination if the trial went ahead. Haqqani’s counsel issued statements accusing the military of a range of crimes, and the government’s media machine bluntly threatened a key witness and planted stories to paint the case as a ploy by the military against failed politicians. WHAT HAPPENED AT AGARTALA?

A brave Pakistani intelligence officer, Lt. Col. Shamsul Alam, the commander of the East Pakistan Detachment of Inter-Services Intelligence, or ISI, uncovered the conspiracy through first-class intelligence work.

The facts were straightforward. A politician, Sheikh Mujeeb, and an accomplice, Mohammad Ali Reza, traveled to eastern Indian city of Agartala and held meetings with Indian intelligence officers to convince them to back his plan to break away East Pakistan from the federation and establish an independent pro-India state.

Pakistani spies, including very able native Bengali officers, pursued the secret meetings and contacts throughout 1967. Mujeeb and his gang was nailed by the end of the year.

In January 1968, a sedition case, State vs. Mujeebur Rehman and others was launched. A total of 35 key conspirators were arrested, both civilian Pakistanis and military officers.

The Indian agents were so rattled they planned to assassinate the ISI officer who collected the evidence against them. This would have eliminated an adversary and intimidated junior intelligence officers into abandoning the case.

A Pakistani officer from East Bengal Regiment was recruited to kill Lt. Col. Alam. But Alam was a brave officer. He not only resisted the attackers but chased them and exposed them. For this he was awarded Pakistan’s highest medal of bravery in peace times, the Sitara-e-Basalat, or the Citation of Bravery.

The process of compromises and cover-ups began soon afterward.

Some 1,500 Pakistanis were arrested. There were 227 witnesses and 7 approvers. The trial dragged throughout 1968 and until January 1969. The number of accused facing trial fell dramatically for political expediency.

The traitors gained public sympathy because of disinformation by politicians and media and delay of justice by judiciary. This helped politicians portray the traitors as victims of military highhandedness. They were released early 1969 and the case was dropped.

WERE THERE TRAITORS IN AGARTALA CASE?

Forty years later, some of the accused admitted that the charges against them were true. Deputy Speaker of Parliament in Bangladesh, Shawkat Ali, who was a conspirator on trial in 1968, admitted during open house proceedings that all treason charges against them were true and that they conspired with India to break up of Pakistan.

Another Bangladeshi legislator, Tofael Ahmed, said had ISI not uncovered the conspiracy, the secession of East Pakistan would have happened ‘peacefully’, with help from Pakistanis recruited by India.

These admissions were made in public in Bangladesh in 2010 and 2011. But they came forty years late. Thanks to the conspiracy of silence by Pakistan’s political parties, government, judiciary and the courts, the traitors succeeded in helping India launch an unprovoked invasion of Pakistan in 1971.

In The Memo case, former civilian officials, some retired military officers, and senior officials in the Zardari government planned to decapitate Pakistani military. The case is being buried now for political expediency.

Let’s hope Pakistan and Pakistanis do not pay a bigger price for this a few years down the road.

If it is forgiven today, wait for the Indus River to turn red with Pakistani blood. If the government can violate the constitution so audaciously to destroy the country, why can’t our military do the same to save Pakistan?

In 1487, Abu Abdallah Mohammad was the 22nd sultan of the great city of Alhambra. Known to the Spaniards as Boabdil, his tiny physique also won him the nickname el chico.

In that year, he sought foreign help against his father and uncle.

He wrote a memo to Ferdinand and Isabelle, the most powerful sovereigns in the region, to seek help and promised assistance in helping them take over Spain.

He offered to make his emirate a tributary kingdom under Ferdinand and Isabella.

His wish was granted. But within five years, in 1492, Ferdinand and Isabella turned to Alhambra and forced Abu Abdallah, or Boabdil, to surrender and leave for exile.

Boabdil was the author of the treacherous memo. The name of his prime minister was Yusuf.

Under another Yusuf, a memo was written last year to a foreign power, seeking help to weaken Pakistan’s military and intelligence. In exchange, a promise was made to make Pakistan a denuclearized vassal of that foreign power.

Five hundred years after Boabdil’s memo, history is being repeated. Another memo has been written on identical terms.

The only difference is that the Pakistani memo has been exposed.But even then the courts and opinion makers are playing games, while the Pakistani military watches.

A compromise or a deal on the Memo would fatally damage Pakistan. There is no turning back now. The ghosts of Agartala still haunt us after 40 years.

Treason-democracy-elections-rebellion-civil war-invasion-defeat-dismemberment-humiliation! Memo is today’s Agartala. If it is forgiven today, the dreaded sequence would turn Indus River red with Pakistani blood. The war would annihilate us as it did in 1971. Pakistani media must wake up and see how history is repeating itself.

The Pakistani nation must clearly understand that a sinister web of treachery is being woven against Pakistan and ISI by the government and its allies in political parties and media. The Memo case has almost been killed. Now the Asghar Khan/Mehran Bank case has been revived. The authors of The Memo wanted this case revived to divert attention away from The Memo and to take revenge from the military.

The links and timings between memo case and the Mehran Bank case are stunningly clear. Also, the missing person's case is also being used as a tool to settle scores against ISI. The traitors, snakes and idiots have all joined hands to attack, humiliate and destroy the last defense wall of Pakistan. Memo is a reality just as the Agartala conspiracy was. But back then, too, the political parties joined hands against our military and protected the main accused, the Husain Haqqani of that time, Sheikh Mujeeb.

The result was elections and war and breakup.

History is being repeated today. Political parties and media are ignoring The Memo, attacking ISI and demanding elections when Pakistan is encircled for war.

Shame on our politicians, media, judges and the ulema of this nation who have willingly decided to ignore and bury The Memo. Those who compromise their honor, freedom and faith deserve to be invaded.

For God sake, wake up.

The Supreme Court of Pakistan has already declared NRO unconstitutional. The court has also declared voting lists as bogus. These were the voting lists that brought this government to power in 2008.

What is the moral standing of a government that has come to power through unconstitutional and bogus means?

If the government can violate the constitution so audaciously to destroy the country, why can’t our military do the same to save Pakistan? Overthrowing the government is no more a legal or constitutional issue. It is a national duty and patriotism.

The reprehensible drone attacks in Pakistan commenced in 2004, nearly three years after the US-led invasion of Afghanistan. They have been conducted by the Special Activities Division of CIA. The question of the drone attacks targeting terrorists in Pakistan’s Wild West, the tribal areas is rather complex. To date 285 drone attacks have been carried out, which have taken a toll of 2,692 lives. It is not clear how many were actually terrorists and what number of collateral damage was suffered. The role of the government of Pakistan has been rather duplicitous.

Pakistan covertly permitted the drones to operate from two of its air bases, Jacobabad and Shamsi but publicly condemned the drone attacks. When public outcry over the drone attacks reached a crescendo, on 4 October 2008 “The Washington Post” reported that there was a secret deal between the US and Pakistan allowing these drone attack, while US Senator Dianne Feinstein disclosed in February 2009, that the drones were being operated from Shamsi Airfield, 310 km southwest of Quetta and 48 km from the Afghan border. This disclosure created a furor in Pakistan and initially the government denied it but in December 2009, Pakistan’s Minister for Defence, Ahmad Mukhtar admitted that the Americans were using Shamsi Airfield.

The year 2010 was the deadliest in terms of drone attacks in Pakistan. A total of 118 attacks were launched, taking a toll of 993 lives. Since February 2011, when CIA operative Raymond Davis was apprehended in Lahore after slaying two Pakistanis in cold blood, relations between Pakistan and the US, especially their intelligence agencies ISI and CIA were terribly strained. They hit rock bottom with the May 2nd US Seals operation to take out Al-Qaeda chief Osama bin Laden.

The straw that broke the camel’s back was the November 26, 2011 NATO attack on Pakistani military check-post at Salala, in which 25 Pakistan Army personnel including two officers were killed. Pakistan’s parliament took the harsh decision of having the US vacate the Shamsi Airfield. There was a 55 days’ lull in the drone attacks but on January 11 and 12 this year, two attacks have targeted alleged miscreants in Miran Shah and Dogga area of North Waziristan. Pakistani parliament is in the process of reviewing its terms of engagement with the US but the Parliamentary Committee on National Security has recommended that Pakistan should never permit drone attacks to be operated from Pakistani soil again.

The drone attacks raise several moral and legal questions. The UN regime on targeted killing is quite clear; the parent country, where the attack is to take place must provide permission for the attack. There is widespread disagreement about whether suspected terrorists have rendered themselves morally and legally liable to lethal attack. Analysts opine that the widespread use of this modern technique of asymmetrical warfare raises troubling questions in just war theory, public international law, international humanitarian law, criminal law, human rights law, and legal philosophy.

On 25 March 2010 US State Department legal advisor Harold Koh stated that the drone strikes were legal because of the right to self-defense. Some US politicians and academics have condemned the drone strikes. US Congressman Dennis Kucinich asserted that the United States was violating international law by carrying out strikes against a country that never attacked the United States. Georgetown University professor Gary D. Solis asserts that since the drone operators at the CIA are civilians directly engaged in armed conflict, this makes them "unlawful combatants" and possibly subject to prosecution.

A number of lawsuits have been filed against the reprehensible drone attacks both within the US and outside. The most famous is the legal case filed by journalist Karim Khan in December 2010, naming Jonathan Banks (his cover name)—the CIA Station Chief in Islamabad, to be responsible for the deaths of his close relatives. Resultantly, Banks was hastily pulled from the country. On 27 October 2009 UNHRC investigator Philip Alston concluded that the CIA is running a program that is killing significant numbers of people and there is absolutely no accountability in terms of the relevant international laws.

Brookings Institution has concluded that although accurate data on the results of drone strikes is difficult to obtain, it seemed that ten civilians had died in the drone attacks for every militant killed, which would represent a civilian to combatant casualty ratio of 10:1, which is unacceptable. With Pakistan’s Army Chief issuing a directive to shoot down US drones, it is high time the US revisited the use of drone attacks in Pakistan.

Sources Thursday revealed that a trio of German nationals, apprehended on Jan 21 in Peshawar, was about to receive a number of Pakistan Army uniforms for which they had placed an order in the local market some days back, Geo News reported.

Moreover, the some traditional ladies’ full-length outer garments (burqas) have also been recovered from their residence.

The alleged German spies namely Rolf Schmidt, Kristen Wild, and Lorenz had been living in Peshawar since 1981 and shifted to a bungalow at Parklane a year ago. Police also found receipt of uniform order as well.

According to sources the foreigners had conveyed negative reports about Pakistan to Bonn Conference held in Germany last year to discuss future of Afghanistan after Nato pullout.

Intelligence agencies copped them in a raid at their house on Jan 21, they have been sent to German embassy as they could not provide any documents mandatory for staying in Pakistan.

Difa-e-Pakistan Council leadership warned the government that if Nato supply line restored, they would stage a sit-in from Peshawar to Chaman, demaning closure of the supplies to Nato on permanent basis. Jamaat-i-Islami Ameer Syed Munawar Hassan, Jamat-ut-Dawa Ameer Hafiz Saeed, Jamiat Ulema-e-Pakistan leader Sahibzada Abul Khair Zubair and other leaders addressed the conference at Liaquat Bagh Rawalpindi here on Sunday. They demanded the government to expel Hussain Haqani from the Prime Minister House declaring him a central actor plotting against the Pak Army and nuclear capability of Pakistan.

Between the denials of Husain Haqqani, threats to a key witness to stay away from testimony, and American efforts to save the incompetent government of President Asif Ali Zardari, the fact remains that ‘The Memo’ is a new height for treason in Pakistan.
There can be no higher treason for a serving elected government than to secretly invite a foreign country to decapitate the country’s military leadership, compromise the nation’s strategic weapons arsenal, and voluntarily surrender policy on vital strategic interests.

The Memo did all three. And there is little doubt that Mr. Haqqani, a confidante to President of Pakistan, was involved in this conspiracy.

There is also little doubt he was not alone. Apart from his American partners, a list of Pakistani partners exists. This potentially includes individuals, serving and retired, inside and outside government, who helped in writing The Memo, whose copy was first revealed by a blog on the American Foreign Policy magazine’s website.

Pakistani citizens, conscientious politicians (if any), and the country’s national security managers, cannot take lightly this action against Pakistan by a group of powerful Pakistanis whose only interest was to serve a powerful foreign government, the United States, and its military and intelligence.

One day maybe The Memo would be taught in schools for how high treason looks like in action.

But for now, the following paragraph-by-paragraph analysis of The Memo serves as a reminder to Pakistanis why cases of treason should never be brushed under the carpet. TREASON

1. The writer(s) of The Memo sought to create national division in Pakistan by dividing the government between ‘civilians’ and ‘military’. This deliberate division was meant to incite warfare among Pakistanis, and mislead foreign governments. The rift sought to weaken Pakistan when a war rages on our borders. [Paragraph One of The Memo]

2. The writer(s) of The Memo attempted to create a false impression of a military coup where none existed. [Paragraph One + Two]

3. The writer(s) of The Memo conspired against Pakistan Armed Forces using a misleading phrase, i.e. ‘correcting civil-military relations’. Any such relations are an internal Pakistani matter. It can never justify inviting foreign intervention as the Haqqani Memo does.

4. The writer(s) of The Memo accuse ISI of outing the name of CIA station chief in Islamabad, clearly adopting the position of US government.

5. The writer(s) of The Memo accuse Pakistan of being home to al-Qaeda. [Paragraph Two.]

6. The writer(s) of The Memo blackmail Pakistan using the term ‘1971 moment’. They propose to US government to threaten Pakistan of breakup [like 1971 after an unprovoked Indian invasion] if the Zardari government is held accountable for allowing illegal CIA penetration into the country. [Paragraph Three.]

7. Bluntly ‘requests direct intervention’ by another country in Pakistan. [Para Three]

8. Promises to replace Pakistan’s military leadership with “trusted advisers that include ex-military and civilian leaders favorably viewed by Washington.” [Para Three.]

9. Promises that the new pro-US Pakistani national security team-in-waiting consists of Pakistanis “each of whom have long and historical ties” to US military and intelligence. [Para Three.]

10. Promises that the name of the new pro-US team to run Pakistan’s military and intelligence are provided verbally through the person delivering The Memo. [Para Three.]

11. Promises six tangible actions in Islamabad in favor of US interests:

11.1 To put Pakistan on trial for “harboring” Al-Qaeda terror chief OBL, and constitute a Pakistani panel for the investigation where US government can screen and nominate members. [Bullet One]

11.2 Bullet Two in The Memo affirms official Pakistani government, military and intelligence complicity in harboring OBL.

11.3 Bullet Three confirms — without evidence — that Al-Qaeda terror group leaders are harbored by Pakistan and will be handed over to US once the new pro-US military and civilian Pakistani national security team is in charge. Also, an offer is extended to allow US military and intelligence to conduct operations on Pakistani soil.

11.4 Bullet Three confirms that these offers have been discussed and approved at the highest levels of the Zardari-Gilani government.

11.5 Promises Washington to implement “an acceptable framework … for Pakistan’s nuclear program.” Any interpretation of this sentence would mean some form of American supervision of Pakistan’s nuclear program. The writer(s) of The Memo suggest that currently Pakistani nuclear weapons are not secure. [Bullet Four]

11.6 Promises to eliminate Section S of ISI that the writer(s) of The Memo claim maintains links to Afghan Taliban. This directly infringes on Pakistan’s legitimate right to deal with players in the region as suited to Pakistani interests. The Haqqani Memo assumes here that Pakistan should follow policy guidelines coming from Washington. [Bullet Five]

11.7 Promises to force Pakistan to submit to the demands of Indian government, suggests Pakistani guilt in 2008 Mumbai attacks, and promises to hand over anyone to India if New Delhi demands. [Bullet Six]

Paragraph Eleven: Promises US government that Zardari government’s interests are the same as Washington’s in aligning Pakistan with India “AND” Afghanistan [capital letters used by the writer(s) of The Memo].

The last line in The Memo reveals the extent of the conspiracy from the Pakistani side. It shows that an entire pro-US team of ex-military and civilian Pakistanis participated in writing this memo. The names of these Pakistanis were verbally conveyed to Admiral Mike Mullen, then US Chairman Joint Chiefs.

Immunity clause 248 was not part of this case; Yousaf Raza Gillani has brought it in; if the court rules out immunity, Zardari and Gillani both would be struck.

National Reconciliation Ordinance (NRO) has become the undetected cancer growth that has emerged when it was fully blown up and ready to kill. For this I was live on Aljazeera TV to offer my views. At that particular moment, the audio linkage with the studios at Doha was not at its best but I did manage to pick the question and gave my views.

The Five-Member Judicial Bench has given its verdict, where they have declared Yousaf Raza Gillani as dishonest and corrupt. The contention of Gillani that the submissions of General Kayani, the Army Chief and Lt Gen Pasha, the ISI head have been a violation and breech of the channel has also been denied by the Attorney General Maulvi Anwarul Haq in his statement that the affidavits were forwarded to the court under his signature so no violation took place.

Prime Minister Gillani who till now had been defying the Supreme Court by not writing the letter to the Swiss Courts finally had to give in and eat a humble pie when the Supreme Court summoned him to the courts for contempt. Gillani tried to make it a big event for himself but his each step taken him deeper into the quagmire. Gillani wanted to stand in the shoes of Zulfiqar Ali Bhutto, who addressed the court personally that trapped him which lead him to the gallows, likewise Gillani also as most opine has sealed his fate by defending his defiance of the court.

The way he appeared in the apex court with a big entourage of courtiers, ministers and parliamentarians etc. was a show of force to intimidate the honourable judges. Has this exercise not cost the exchequer a huge amount? But who cares. He should have come like a common man following the traditions of Omar, the second caliph of Islam. Even in the West in such a situation, the people in power appear before the courts in their personal capacity.

People are questioning the performance of Aitizaz Ahsan by encouraging the Prime Minister to defend his action for not writing a letter to the Swiss Courts on the grounds that Asif Ali Zardari enjoyed immunity under article 248 of the constitution. Immunity clause 248 was not part of this case; Yousaf Raza Gillani has brought it in to defend his defiance; if the court rules out immunity, Zardari and Gillani both would be struck.

Had Mr. Gillani simply apologized before the honourable court, the issue would have been over but he would have had to give the assurance that the letter to the Swiss Court would be written. Now that during his arguments Gillani took the plea that since Asif Ali Zardari enjoyed the immunity therefore letter could not be written has dragged Zardari into the courts.

Now the immunity issue has become the main subject to be debated which most legal minds feel that cannot stand since the crimes committed were before Zardari was elected President. Moreover it is never a blanket immunity that the party and the Zardari cahoots are trying to blow loud.

Why Aitezaz Ahsan who till now had taken a stand that the letter to the Swiss Courts has to be written suddenly took a U-Turn from his stated stand? Some say that Aitezaz has lived to his reputation and did what suits his personal interests best; he is killing two birds with one stone by eliminating Asif Zardari and Yousaf Gillani from the scene so that he can become the next party head and raise his stakes to the coveted office of the Prime Minister.

It has become an open discussion that through this move, Aitezaz Ahsan is aspiring to take over the party after both Zardari and Gillani are sacked. How true this opinion maybe, only the time would tell. On appearance in the Supreme Court he was greeted by a hostile group of lawyers who were adverse to his role in the Judiciary Movement when he suddenly changed stance and did not allow ‘dharna’ (sit-in) in front of the parliament house. Going back, his role in delivering the lists of Khalistan Movement activists to Indian government has also hit the memories.

Yousaf Raza Gillani has become very arrogant in many ways; his involvement in corruption is coming out with new dimensions every day. Memogate that has become the biggest security breach by any sitting President or Prime Minister is being defended in most obnoxious manner. The best course would have been to assist and facilitate the Judicial Commission investigating it, or even prior to that both Zardari and Gillani should have resigned from their offices but they are making all efforts to block the progress of the commission.

Mansoor Ijaz who leaked the scandal through his article in Financial Times of London is the central figure, his evidence is critical and most desired to decide the issue is being threatened and humiliated by no less a person than PM Gillani himself. Why Gillani is hiding Husain Haqqani in Prime Minister House is further confirming the complicity of Haqqani, Zardari and possibly of Gillani also.

Rahman Malik, who has many shades to his character, is making statements that are not only irresponsible but a laughing stock. All this needs to be taken cognizance of so that all those involved in this scandal are caught and punished for treason against the state.

Pakistan may be the only country in the world where persons involved in heinous crimes including treason not only get away unpunished but also hold top appointments. Whatever little sting the law courts and accountability courts had has been smudged by this government. There is no accountability of the corrupt and criminals since the rulers themselves are NRO cleansed. Those wanting accountability of the wrongdoers are scoffed at, threatened and suppressed. Crossing all limits, the PPP leadership is averse to an open and fair probe on a highly sensitive matter of memo having grave implications for national security and integrity. Likewise, it has flouted Supreme Court’s (SC) ruling given on 16 December 2009 making NRO null and void. It continues to maintain a stubborn stance of defiance even after the SC rejected the review petition on NRO and directed the government to implement its order by 10 January 2012. Countdown will terminate on 16 January and the nation is keeping its fingers crossed. 

The government is employing all conceivable tricks and techniques under the sun to wriggle out of memo scandal and to prevent reopening of cases pending against President Zardari in foreign courts. It is creating umpteen hurdles in the way of three-member commission investigating memo case and the bench pursuing implementation of NRO. The PPP is past master in delaying tactics and in playing the theme of victimization. The top guns of the PPP involved in massive corruption managed to prevent law courts from delivering judgments for eleven years. Their tactics couldn’t have succeeded without the connivance of weak-willed and purchasable judges and prosecutors. The culture of higher courts under chief justice Iftikhar has undergone a radical change. The apex courts have ultimately realized that the judiciary in Pakistan has earned a very bad name and people have lost faith in judicial system. For too long the judiciary had played into the hands of military and civilian dictators. The higher judiciary had a big role in validating wrongful acts of the rulers and in validating military rules under the miscued doctrine of necessity. The judges having gone through a prolonged ordeal of two years under a military dictator Gen Musharraf have decided to restore the image and reputation of the judiciary. They appreciate that without the public pressure the sacked judges could not have been restored in March 2009. They know that the people deprived of justice were overjoyed over their reinstatement and hold high hopes in the liberated judiciary. They want to live up to the high expectations of the people by delivering justice based on fairness and without caring for the high status of the accused. The culture of uprightness, honesty and evenhandedness is however alien to the PPP leaders who believe only in cheating, chicanery, looting, delinquency, nepotism and cronyism. They prefer self over national interests; they neither believe in rule of law nor in system of accountability. PCO judges suited them the most and they had tried very hard to retain Dogar as chief justice but failed.

The law makers and upholders of rule of law and constitution are themselves the biggest violators of law. They keep raising the slogan that parliament is supreme but their personal conduct displayed in the last four years of their rule has been deplorable. Not only they have been bending and breaking laws of the land at will, they have been contemptuously defying the apex court with impunity. Never before any government in Pakistan has defied and insulted the Supreme Court so brazenly. Zardari-Gilani duo has been promoting cronyism and favoritism and destroying public corporate enterprises. The National Accountability Bureau (NAB) has been made impotent to enable them to shield, protect and promote corrupt and inept officials holding key appointments and to disregard merit. Even those involved in mega scams and convicted by the courts are pardoned by Zardari and reinstated or given better jobs. Adnan Khwaja and Riaz Shiekh are two recent examples. The duo and their loyalists give preference to loyalty to the political party over the state and the constitution. Appointments of Husain Haqqani and Wajid Shams as ambassadors and Rahman Malik as interior minister simply to please Washington give an insight of the outlook of rulers.

Babar Awan with a fake doctor’s degree held the important post of law minister for a long period merely because he maintained a bellicose posture against Sharif brothers. He openly bribed members of Bar Council and lawyers to buy their loyalties and spent millions from exchequer. He has been in the lead to deride and defy the SC. While he mistakenly thinks that his clownish acrobats are cheered by the people, in reality they consider him no more than a court jester pleasing his boss in Presidency. He is principally responsible for putting the ruling party in a blind alley. In his greed to become Punjab Governor or Senate Chairman, he has gone too far and made himself highly vulnerable. The SC sword can fall upon him anytime.

PM Gilani as executive head instead of feeling most concerned about memo affair is least concerned and wants it to be hushed up. He still is of the view that removal of Haqqani from his post should have ended the matter. He got so perturbed over Gen Kayani and Lt Gen Pasha submitting their affidavits to the Supreme Court different to the one submitted by the government that he is not reconciling with it. He had lost his cool on 26 December since he was fed with false intelligence that Gen Kayani was set to overthrow his government. But he cooled down after Gen Kayani issued a statement that he had no intention of launching a coup and toppling a democratic government. He however hastened to add a meaningful sentence in his rejoinder that there will be no compromise on national security.

Seeing that the memo case was taking a dangerous turn and that the two generals were not prepared to take back their affidavits in which it was categorically stated that memo was a reality and must be probed, the PM once again got off balanced on 9 January while giving an interview to Chinese Daily. Fearing that the Army had developed an understanding with the SC, he outlandishly dubbed the depositions of Kayani and Pasha as illegal and unconstitutional on the basis that they had not taken his consent or permission of the Defence Ministry. He thus reignited the fire which had almost died down. His stance was negated by the Attorney General who cleared the mist by saying that replies submitted were very much in accordance with legal procedure.

The five-member SC bench in its sitting on 10 January pronounced President Zardari, PM Gilani, Law Minister Maula Bux Chandio, Babar Awan, Law Secretary Masood Chishti and NAB chief retired Admiral Fasih Bokhari as chief delinquents. It stated that they have consistently been showing naked defiance and apathy towards SC and could be proceeded against on charges of contempt of court. Axes had been honed and raised above shoulders, and heads of the five put on the chopping block, but before bringing down the axes, the accused were given last chance to save their necks from getting chopped. Showing unprecedented restraint in the face of extreme provocation, the SC has dished out six loaded options. The leading option is to disqualify both Zardari and Gilani. However knowing that Jayalas have an old habit of making too much fuss and complaining that they have been indicted unheard, milder options include letting Zardari to appear before the court to plead for immunity; or the PM to resign and hold early elections. The government has to choose one of the options till the next hearing scheduled on 16 January.

As if his harmful interview was not enough, Gilani further upped the ante by sacking Secretary Defence retired Lt Gen Lodhi on charges of misconduct and creating misunderstanding between institutions and gave additional charge of Secretary Defence to his blue eyed Secretary Nargis Sethi. His only fault was that the Personal Secretary of PM had called him in his office and asked him on behalf of PM to sign the affidavit concerning memo case prepared by the government, but he regretted to do so. Lodhi has decided to approach the court and plead his case that he has been unjustly removed from service without giving him show cause notice or carrying out any inquiry.

It was speculated that Gilani’s offensive move had been made to pave the way to sack Army chief and DG ISI. The Army launched a quick riposte in the form of a terse rejoinder which not only clarified that routing of affidavits were strictly in line with laid down legal procedure but also gave a veiled warning that indigestible insinuations would have serious repercussions. Gen Kayani called a conference of his PSOs and corps commanders next morning. Adding to it was the newspapers story about newly posted brigade commander of notorious 111 Brigade. It gave a loud message that the Army would not take the insults lying down.

Despite assurances given by Army Chief that he respects democracy and the Chief Justice who said that the door to martial law has been shut forever, Zardari, Gilani and his confidantes continue to suffer from hallucinations of a military coup. Puppet Gilani whose strings are in the hands of Zardari has become so confused that he is taking somersaults repeatedly and eating his words. There must be something to hide that Haqqani and his guardians are feeling so disturbed and are feeling so edgy. Wittingly or unwittingly, the corrupt and inept government is opening the door for the Army to step in so that it could become a political martyr, but Kayani has no such intentions and would like a change taking place through democratic process.

Finding itself stuck in a blind alley, Gilani in consultation with Zardari called an emergent session on 12th January in his bid to seek vote of confidence and then declare war against the judiciary and Army’s top leadership. But his effort backfired because of lukewarm response of allied parties who didn’t favor policy of confrontation. Seeing that Gilani was heading towards a head on suicidal clash with the judiciary as well as the Army, the three allied parties of PPP got nervy and firmly advised its leadership to avoid collision at all costs and opt for reconciliation.

Nawaz and Imran have warned of launching country wide protest movement if the government tries to defy SC ruling on 16th and doesn’t hold early elections. PML-N is actively contemplating en-block resignations from Assemblies. These fast forward events have taken the wind out of the sails of jingoistic PPP leadership and it is quite likely that from now onwards there will be a visible change in its attitude and things would get back to normal. Holding of Defence Committee meeting on 14 January chaired by PM and attended by CJSC and three services chiefs has been viewed as a positive sign and it seems that ice has begun to melt.

Irrespective of the apparent thaw, one thing is clear that government-Army relations will not be as cordial as they were prior to 2 May. The Army will not support the government in its confrontation with the judiciary. The government will avoid fighting political war on two fronts. In the face of twin threat, Zardari will make concerted efforts to regain confidence of the Army chief. One way is that he uses his discretionary powers to reinstate sacked Secretary Defence. He will also advise Gilani that rather than he getting disqualified, he should voluntarily resign so as to pacify SC and thus ease pressure of judiciary on him and the government. This move will enable the government to buy time, hold Senate elections and be in a stronger position to make preparations for elections by October and also to take some corrective measures to improve its image.

Saner elements however disfavor early elections arguing that no single party will be able to gain simple majority to form a government. A hung parliament with the same lot of politicians in their view will be unable to steer the country out of the mess created by current government. They opine that chief justice backed by Army should be mandated to form a care taker regime for about two years, which should select honest and efficient technocrats capable of clearing the mess. In my view, Imran Khan should head this regime. Once the economy comes out of the woods, institutions become healthy, fresh electoral rolls are prepared by independent Election Commission, fair and free elections could then be held. Or else, people may be asked at the termination of caretaker regime’s tenure whether they would prefer the government of technocrats or parliamentary system. There is lot of weight in this suggestion and may be pondered over.

The U.S. is paying six times as much to send war supplies to troops in Afghanistan through alternate routes after Pakistan’s punitive decision in November to close border crossings to NATO convoys, the Associated Press has learned. Islamabad shut down two key Pakistan border crossings after a U.S. airstrike killed two dozen Pakistani soldiers in late November, and it is unclear when the crossings might reopen.

Pentagon figures provided to the AP show it is now costing about $104 million per month to send the supplies through a longer northern route. That is $87 million more per month than when the cargo moved through Pakistan. While U.S. officials have acknowledged that using alternate transportation routes for Afghan war supplies is more expensive and takes longer, the total costs had not been revealed until now. The Pentagon provided the cost figures to the AP on Thursday.

U.S. officials said Thursday the elevated costs are likely to continue for some time, as U.S.-Pakistan tensions remain high and Pakistan has not yet offered to restore the transport arrangement or to begin negotiations on the matter. Until the closure, the U.S. had relied on Pakistani routes to move about one-third of all war supplies for Afghanistan.The U.S. has given Pakistan more than $20 billion in aid since 9/11, including civilian and military assistance. But over the past year, relations with Islamabad have been strained by a series of incidents, including the U.S. assault in Pakistan last May that killed Osama bin Laden.

Pakistani leaders have also complained about repeated U.S. drone strikes into their country. The strikes, largely by the CIA, target militants hiding along Pakistan’s border who launch attacks against NATO troops in Afghanistan.

The final straw, however, was the Nov. 26 cross-border attack, which hit two Pakistani border posts, enraging the Pakistani government and further eroding already shaky relations.

The U.S. blamed the errant airstrikes on a series of communications and coordination errors on both sides. American officials expressed regret but have not apologized for the incident, insisting that Pakistan fired first. Pakistan denies that and has called it an unprovoked attack.

In addition to closing the border crossings, Pakistan ordered the U.S. to vacate Shamsi air base, which the U.S. was using to launch drone strikes at al-Qaida and Taliban militants.

Over the past year or so, the U.S. military has been shrinking its reliance on the Pakistani routes, which are used to transport fuel and other non-lethal supplies. U.S. officials say they could manage indefinitely without that access if Pakistan either makes the closure permanent or offers to reopen it under unacceptable conditions.

Officials said that moves by Pakistan to briefly close the supply routes on two previous occasions after disputes with the U.S. prompted the Pentagon to begin shifting more to the northern crossings. Officials also believe that even if Pakistan eventually opens the supply routes, that there will be additional fees charged, so the alternate routes would help avoid those extra costs.

On the other hand, sending NATO convoys through Pakistan is seen by Washington as a significant piece of the overall U.S.-Pakistani partnership. Failure to reinstate those routes would signal a more severe diplomatic breach between the two countries at a critical time in the Afghan war and the ongoing battle against insurgents who seek sanctuary on the Pakistan side of the border.

According to U.S. officials, 85 percent of fuel supplies for the war effort in Afghanistan are now going through the northern supply routes, along with 30 percent of the supplies that had routinely come through Pakistan.

The northern routes connect Baltic and Caspian Sea ports with Afghanistan through Russia and Central Asia and the Caucases. And they combine sea, rail and truck transport.

There may be, however, some movement by Pakistan to allow certain civilian Afghan supplies through the closed routes.

Dependent on Pakistan for its imports, landlocked Afghanistan has asked authorities in Pakistan to release hundreds of vehicles stacked with goods and fuel that are being held up along with NATO supplies.

Pakistani officials say they are sorting through the thousands of stranded vehicles to push through supplies for Afghans. So far, the Pakistanis have given no indication of when they will open the border for NATO supplies to Afghanistan.

There has been limited contact between top U.S. and Pakistani officials.

Last week, Army Gen. Martin Dempsey, chairman of the Joint Chiefs of Staff, talked by phone with his Pakistani counterpart, Army Gen. Ashfaq Pervez Kayani, their first contact since Dec. 21. Defense Secretary Leon Panetta has not spoken to Pakistani leaders since the incident.

Following reports that Washington has quietly asked Islamabad to release ‘military diapers’ used by US soldiers in Afghanistan, Dr. Shireen Mazari, a longtime critic of US policies in the region, has issued a passionate appeal to the Pakistani government.

Her take is simple: United States has killed scores of Pakistanis through drone attacks and embezzled funds it owes Pakistan for war effort as per agreements, but we should look humanely at the latest predicament of US combat forces in Afghanistan.

“As I a wife and a mother, I appeal to the government of the United States to please wean their soldiers off pampers in Afghanistan as soon as possible so that they are able to fight like adults on behalf of US military. Clearly the diaper usage is hindering their soldiering despite the hi-tech weapons they are equipped with. It is obvious the diaper is their Achilles heel! Of course the need for diapers also reflects the terror that strikes these soldiers when they confront or even search out the enemy!

I appeal to the Pakistan government on humanitarian grounds to retrieve the pampers from NATO containers and send them to US forces in Afghanistan. Or perhaps humanitarian NGOs in Pakistan especially those receiving US funding can purchase pampers locally and gift them to US forces. This would also be a small boost to our economy!

The US has embezzled us of money owed to the Coalition Support Fund. It has imprisoned innocent Pakistanis in Guantanamo Bay. Its citizens have used violence against innocent Pakistanis in the US. It has murdered our innocent tribesmen and women in drone attacks. The list goes on. But before US assets, now settled in Pakistan, accuse us of depriving a US soldier of his basic human rights, and purely on humanitarian grounds, let us not stand in the way of an American US soldier and his diaper.” It is not clear if Dr. Mazari made a genuine plea or was simply making a statement in jest. US diplomats under former ambassador Anne W. Patterson had lobbied hard and successfully to block her decade-long weekly column in Pakistani newspapers.

US government and military are embarrassed at the difficulties caused by a shortage of diapers for US soldiers in Afghanistan. American spokespersons are finding it hard to discuss the issue publicly.

The story was first released by ace Pakistani investigative journalist Ansar Abbasi of The News International.

Initially an American diplomat, Mark Stoth, denied knowledge of the diaper issue saying ‘I am not a soldier’ and so could not guess military requirements in a war zone.

But a day later both Stoth and an American NATO spokesman in Afghanistan came out with a statement claiming the story was a ‘complete fabrication.’

Independent analysts said modified diapers might be useful to US soldiers who can't leave their tanks or armored vehicles in combat situations.

The judicial commission tasked with investigating the memo controversy on Wednesday issued notices to President Asif Ali Zardari, Army Chief Gen Ashfaq Parvez Kayani and PML-N President Mian Nawaz Sharif to appear in person to record their statements.

President’s spokesperson Farhatullah Babar was not available to confirm the receipt of the notice, but a close aide said the president had received the notice. ISPR Director General General Athar Abbas did not respond to calls made on his cell to confirm whether the Army chief had received the notice or not.

On the other hand, complying with the directions of judicial commission, the government officially approached Research In Motion (RIM), a Canadian Company, on Tuesday requesting a copy of BBM record of contacts between former ambassador Husain Haqqani and Mansoor Ijaz, two main characters of the memogate scandal.

The commission, in its very first meeting held on 1st January in the premises of Islamabad High Court, issued notices to DG Inter-Services Intelligence Shuja Pasha, Mansoor Ijaz, Husain Haqqani, General James Jones and other main respondents in the case to appear before the judicial body on January 9.

Sources say the PML-N president has received the notice and is expected to appear before the three-member commission on January 9.

All respondents including the Army chief, the ISI Chief, the PML-N president and Husain Haqqani had submitted their statements in the Supreme Court last month.

However, President Zardari has yet to file his statement.

Afghan Taliban and Pakistani militants have held a series of meetings aimed at containing what could soon be open warfare between the two most powerful Pakistani Taliban leaders, militant sources have said. Hakimullah Mehsud, the head of the Pakistani Taliban, also known as the Tehreek-i-Taliban (TTP), and his deputy, Waliur Rehman, were at each other’s throats, the sources said.

“You will soon hear that one of them has eliminated the other, though hectic efforts are going on by other commanders and common friends to resolve differences between the two,” one TTP commander said.

Any division within the TTP could hinder the Afghan Taliban and al Qaeda’s struggle in Afghanistan against the United States and its allies, making it more difficult to recruit young fighters and disrupting safe havens in Pakistan used by the Afghan militants.

Despite multiple reports of the Rehman-Mehsud split, Rehman told Reuters on Tuesday there was no problem between the two. “There are no differences between us,” Rehman said.

The TTP, formed in 2007, is an umbrella group of various Pakistani militant factions operating in Pakistan’s unruly northwestern tribal areas along the porous border with Afghanistan. It has long struggled with its choice of targets. Some factions are at war with the Pakistani state while others concentrate on the fight against the United States and its allies in Afghanistan.There has been a noticeable decrease in militant attacks in Pakistan, but there continue to be random acts of violence across the country. Al Qaeda and Afghan Taliban commanders are asking the TTP to provide more men for the fight in Afghanistan and are looking to smooth over the dispute between Mehsud and Rehman.

Long-standing feuds

Taliban sources said Rehman had ordered his fighters to kill Mehsud because of his increasing closeness with al Qaeda and its Arab contingent. Mehsud’s former deputy has also confirmed that the TTP chief received money from Pakistan’s arch-rival, India, to kill former ISI official Colonel Imam, who was acting as a mediator between the Pakistani Taliban, Afghan insurgents and the Pakistani government.

The reported enmity between Mehsud and Rehman is not the only conflict within the TTP ranks. Mehsud has a long-standing feud with militant commanders Maulvi Nazeer in South Waziristan and Hafiz Gul Bahadur in North Waziristan, both of whom have non-aggression agreements with the Pakistani military.

Mehsud’s men have also fought with the militia under the control of Fazal Saeed Haqqani, the former TTP head in the Kurram tribal region. He has accused Mehsud of killing his commanders and innocent people and kidnapping for ransom. Haqqani, who is close to the militant Afghan Haqqani network, broke away from the TTP last year.

A pamphlet distributed by militants in North Waziristan this week announced the formation of a council to try to resolve the conflicts.
“All jihadi forces have jointly, on the recommendation of the Islamic Emirate of Afghanistan, formed a five-member commission which will be known as the Shura Muraqba,” the pamphlet said, using the term by which the Afghan Taliban describe themselves.

“The Shura Muraqba will be working to resolve differences and problems between mujahideen.” It said that any “mujahideen” found to have committed an “unlawful” killing or kidnapping would be punished under Islamic law. It is likely any attack on a fellow “mujahideen” commander would be considered “unlawful”.

“All mujahideen should respect the decisions of the council that has been set up,” a senior commander of the Haqqani faction in Kurram said.

“If people continue to do as they like, the situation will not improve. Things will instead get much worse.”

A five-member bench of the Supreme Court on Tuesday resumed hearing into NRO implementation case. Justice Asif Saeed Khosa was heading the bench. Meanwhile, the court summoned Chairman of National Accountability Bureau (NAB) on January 10. If there is any law and justice to protect the interests of the people of Pakistan, Zardari and his gang must be tried in a court of law for systematic and on-going corruption and killing of the population. In some instances, they were indicted but continue to rule the people. These political thugs and indicted criminals should not be allowed to hold offices of public responsibility. The besieged nation MUST see itself in the mirror and learn from the dead past, to change the future course of history and to articulate a new beginning – a new political system under the new educated generation of honest, intelligent and visionary leadership to strive for a promising future.

Alarming rates of domestic and foreign generated bloody conflicts –the “war on terrorism” have sucked up the resources of the poverty stricken nation for change and development goals. The nation lives in great discord under corrupt political governance as it slipped away from its original roots of the ideological THINKING to encounter the emerging political challenges of the contemporary 21st century world. Islam, the real lifeline and identity of the Muslims, has been denied its rightful place in the working of institutions and governance of Pakistan. If Islam is not the point of reference for the Muslims, then what else would be relevant and rational to make sense for the existence of the nation?

When pretension and stingy greed give life to politically manipulated leadership, treachery and oppression become the rule of political governance in which people are seen as eggs and chickens, conveniently broken and slaughtered and politicians are akin to assume the above normal role play lacking legitimacy and accountability. Pakistani politics regrettably as is, a venture of intrigues, self-engineered conspiracies and dead roll calls to explain the history of this beleaguered nation. Feudal lords are the political masters, and Bhutto family with complacent army Generals, has been one of them to unfold a naïve and destructive chapter of the Pakistan’s political misfortunes. Mr. ZA Bhutto, the leader of the PPP, his daughter late Benazir Bhutto, two of her brothers, all are dead but they still ruling the country by imposter Zardari as the master of the ceremony. Alive or dead, Bhutto family has been at the centre of political intrigues and destructive consequences in Pakistan. How irrational and untrue it seems that dead people are leading the living masses of Pakistan?

Pakistan, a Muslim nation of living people is governed by physically, morally and politically dead people who cannot change the course of history nor make any difference to the present volatile politics carving a hopeless future. Islamically, dead are those who are forgetful of the memory of Allah, ignorant and arrogant people devoid of public accountability. The PPP regime under Zardari meets the set criterion requirements. The political elite sees its best interests in engaging with dead ideas and foreign strategies and buying time for good times at the expense of the nation toll of miseries and havoc social and political conditions. The overwhelming occupation of the dead minds and souls is to see how best they could exploit the common citizens or to get foreign monetary assistance to finance the self and bogus projects for change and economic development.

One wonders, while country is experiencing a life and death economic situation with daily terrorist suicide bombings and civilian bloodsheds and non-productive economy and catastrophic social and political saga, should this been the top priority of the nation to conduct political surgery on the dead body of Miss Bhutto? What importance does Miss Bhutto has in relation to the political history, security, integrity and the future of Pakistan? What would come out of the dead bodies and graveyard? How would dead celebrities change the misfortune of the nation? There are plenty of Pakistanis with living conscience to question the absurdity of these politically manufactured delusions as dead politicians have nothing else to do to remedy the sufferings of the 180 million living human beings.

He was never elected to be a leader in one Pakistan (comprising both of the East and West Pakistan) as it was Sheikh Mujib ur Rehman, leader of the National Awami Party with majority to assume the leadership but military intervention deprived him the role of a united Prime Minister as it was conspired by Bhutto and General Yayha Khan. Both were active complacent in the surrender of almost 100,000 Pakistani troops and killings of countless innocent civilians in the former East Pakistan enabling them to remain in power. ZA Bhutto did not die for Pakistan except for the self.

ZA Bhutto met his ambitions by conspiring to disintegrate Pakistan and surrender to India and got hanged for the political murder. Benazir Bhutto met her ambition by allegedly killing General Zia ul Haq with 12 other army Generals and 100 or so civilians in the 1988 plane crash and finally was gunned down at an election rally. Zardari has just scarified a black goat to warn off the evils but his future increasingly becoming short-lived and uncertain. It is rational to assume that dead people make no difference to the living creation of God. The PPP ruling elite finds it convenient to draw the legitimacy for political governance from the dead ZA Bhutto and dead Benazir Bhutto; otherwise, there is no rational political basis which could stand as reference point to Zardari.

Facts are denied but pretension lives on that the Bhuttos were “shaheed”- martyrs- a political cliché to distort the facts of human life and history. To any realist observer of Pakistani affairs, it is becoming crystal clear that they are the wrong people, at wrong places and doing the wrong things. The so called American financed democracy has no relationship to the living masses across Pakistan. With 40 years of lost time and opportunities under the dictatorship of various army Generals, dismantled public institutions, devastated social and economic affairs, disjointed trades and commerce, political surge of terrorism, 12,900 civilians killed in 2009, and thousands in detention camps under the military control, and dead leadership, how could a nation be able to conduct business as usual?

Would the dead people re-emerge as visionary leaders for the future of the country? Not rationally, but Pakistani politics is not run by rational people with rational ideas and ideals for the interests of the common citizens. The junk history exhibits accumulative junk of several decades. Its inescapable consequences have brought Asif Zardari – a known thug and indicted criminal to the presidency. There could be hundreds and thousands of puppet Zardaris and Bhuttos affiliated with such an establishment. The nation has a serious problem of integrity and political credibility. The military dictators, Bhuttos, Zardari and Sharifs could never have come into politics unless the whole nation had lost the sense of PURPOSE and MEANING of its existence. Are there any concerned and proactive young people to safeguard the national interests of the present and future generations of Muslim Pakistan?

General Musharaf, Bhuttos, Zardaris and Sharifs are not the hope for the future but dead entries of the darkest part of the Pakistani history. They collaboratively articulated a culture of political exploitation and institutionalized corruption to transform Pakistan into a so called “failed state” and according to the US Foreign Policy magazine, “most dangerous place on earth.” They helped to bring religious terrorism into the Pakistani mainstream and victimized the nation. In the course of history, the consequences of this man made culture gave fertile impetus to reactionary public outbursts and emerging terrorism against the ruling regimes. None of them could have done alone but hundreds and thousands of other likeminded people must have been actively involved in pursuing the similar evil goals making Pakistan- “the most dangerous place on earth.”

Leaders do lead or they are imposters and stage puppets. The criterion requirements determine the role of leaders as standing for righteousness (haq), not for falsehood (batil). They cherish the collective interests and good of the masses and defy the obsession of egoistic self-interests and they are always open to listening, learning and capable of making navigational change, if the facts of life warrant such a change. Western democratic nations eagerly search and patronize new and creative talents and people with visionary leadership outlook and merits. This appears to be a rare commodity in Pakistani politics.

To change the adverse historical trend, Pakistan is desperate for new, educated and intelligent proactive leadership to facilitate a sustainable future for the nation. In a knowledge-driven global age of rising expectations and public accountability, most developed societal politics would set criterion requirements and define standards of quality and specifications for performance in jobs/role-plays and in positions of greater public responsibility. Why are not there any written standards and defined criterion requirements for the positions of the President, Prime Ministers and Ministers and MP’s in Pakistan? Should the Constitution not define such salient features and characteristics of the vital office bearers? Is there any law and justice system in the country to protect the interests of the beleaguered masses? Are the leaders not supposed to provide intellectual security and sense of direction in crises, and a visionary picture of the future to the nation they claim to represent? Under what operational system, do thugs and indicted criminals get legitimacy and approval to hold public offices for which they do not even qualify?

Suppose in few decades if some of these characters were alive and you were to ask the Generals, Bhuttos, Zardaris and Sharifs, what went wrong with them? What made them to transgress against the poor masses of Pakistan? Why were they dismissed from the public offices? What compel them to sell the interests of Pakistan in return for cash US dollar payments or secret bank accounts in the Western world? What made them to act as cruel monsters to the interest of the Pakistani people? Why could they not change their wrong THINKING and WRONG behaviors? Surely, they will all claim innocence and blame others. But history sees the leaders by their actions, not by their claims.

A century earlier, Robert Briffault (The Making of Humanity), made a candid observation which amicably represents the contemporary Pakistani politics: “The men who have most injured and oppressed humanity, who have most deeply sinned against it, were according to their standards and their conscience, good men; what was bad in them, what wrought moral evil and cruelty, treason to truth and progress, was not at all their intentions, in their purpose, in their personal character, but in their opinions.”

Role of intelligentsia has never been negated in any type of war. During World Wars (WW) I & II, the allies remained successful in number of operations because of timely receipts of information and clandestine operations. However, after WW-II U.S launched agency CIA against KGB. During Cold War period both the agencies remained dagger drawn against each other. Anyhow, Pakistan felt a threat on it western frontiers once in 1979, Soviet Union invaded Afghanistan. At that time U.S and Pakistan came closer to each other despite differences over the development of our nuclear programme. The coincidence of interests also forced ISI and CIA to operate jointly against Soviet Union. Thus, CIA in collaboration with ISI have activated against KGB and finally able to defeat and disintegrate Great Soviet Union.

But just after the disintegration of Great Russian Empire, CIA has shaken hands with a new ally agency i.e. RAW. Change of ally was obvious since Pakistan can never be party to U.S. against China. CIA in collaboration with RAW and MI-6 again accelerated her campaign against nuclear programme and started overtly and covertly. At this occasion ISI unfolded the foreign conspiracy and security of the country.

The role of major intelligence agencies in international relations, threats are often addressed within the context of security studies — especially those focusing on nuclear deterrence, alliance formation and interstate conflict. In general, a threat perception is “understood as anticipation on the part of an observer (the decision maker) of impending harm – usually of a military, strategic or economic kind – to the state”. Thus, in international relations we talk about threats aimed at the territorial integrity, political sovereignty, major national interests and core ideology of the state and its regime. The truth of this quoted statement has been proved once Al-Qaida launched attack in U.S. on 9/11.

Pakistan was forced to become ally after 9/11 in Mushraf’s regime. Since then Pakistan has faced in fact two types of threat, e.g. external and internal. Foreign sponsored ethnicity, sectarianism and economic instability emerged as fundamental variables of internal security threats which gave birth to local Taliban and exploited by external forces. Religious extremism has created an unenviable image of Pakistan in the eyes of rest of the world and has affected the country adversely. CIA penetrated foreign agents along with sophisticated weaponry, suicide attacks and target killings have become everyday occurrence in the country. Indian intelligence agency RAW of under the garb of development programmes has established 13 consulates’ along the western border. It was ISI and country’s security agencies which came out to fight back the foreign sponsored covert and overt agenda against sole Islamic nuclear power.It may be mentioned here that Pakistan security forces and ISI defeated foreign sponsored war on terror in FATA and Swat which was appreciated by the nation too. RAW, CIA, RAAM (of Afghanistan) and Mossad from 2005 onwards tried their best to destabilize Pakistan. Weapons like Kalashnikovs, MI-4 American rifles, Israeli sniper rifles, 12.7mm, 14.5mm and 107mm guns, mortars, pistols, RPG-7s, grenades, explosives, equipment like, remote control sets, jamming devices, sophisticated telephone and wireless sets, bullet proof and suicide jackets, kits, and currency of different countries have been provided to the militants. Terrorist have been sent to Pakistan through Indian training camps located at Afghanistan.

Almost four divisions of force have been involved in elimination of militancy in FATA and Swat area. Pakistan Army also managed to take care of her eastern border too. The forces came all out to undertake Operation Rah-e-Rast and her soldiers set the gallant examples while clearing Swat, Dir, Buner, Kanjoo, Shangla and other areas.

General Kayani and his team has displayed excellent professional capabilities, ISI unveiled the foreign agenda and fully supported security forces in eradication of terrorists. In this regards over 5000 civilians and 3000 troops including officers and men have laid down their lives. It also includes the martyring of over 78 intelligence officials while fighting in global war against terrorism. While addressing in-camera session General Pasha very loudly mentioned that 112 check posts of the allied forces as opposed to the 812 of the Pakistani forces. 2.8 million Individuals of Swat and surrounding area became IDPs. Pasha while addressing also maintained parliament that the actions of the United States were not expected from an ally in war against terrorism. He said that there is difference between India and the United States.

From 2007 till today, American and western media is alleging ISI for supporting Haqqani group against American forces in Afghanistan. In this connection, American, Western and Indian media has criticized ISI, instead of suggesting Afghan government to fence the border and carrying out negotiations with the true representatives of Afghan nation.

Notably, American military and civilian leadership has started irrational demand of restructuring ISI when Lt. Gen. Ahmed Shuja Pasha took over the agency as Director General in September, 2008. ISI chief instead of acting upon Assistant Secretary of State, Richard Boucher demand of forming and restructuring.The agency has took interest to improve upon the efficiency of the organization in the light of national interest. On rejecting the false and baseless allegations, US top officials intensified blame game again aftermath Osama’s death in a unilateral action of 2nd May 2011. Thus, relations between two capitals and their agencies went to its lowest level Pakistan. CIA intentionally did not involve Pakistan and her supreme intelligence agency in killing Osama, despite receiving information regarding a call made by someone from Osma’s Compound located in Abbottabad. It was ISI that first time interrupted and passed on information to the CIA for evaluation anyhow CIA mistrust over ISI, created vast distance between two agencies.

However, during a meeting with the CIA Director Michael Morell in July, 2011, it was Lt. Gen. Shuja Pasha who categorically told that we will continue anti-terror and intelligence sharing cooperation between the two agencies but would never tolerate a private ‘network’ the CIA is secretly maintaining in Pakistan. ISI under the leadership of Gen Pasha very successfully exposed the American and Indian intelligence agencies activities in Kashmir,FATA and Balochistan. The local CIA Chief Jonathan Banks has been forced to leave his station after Pakistani Intelligence services exposed his identity. It was U.S embassy that where CIA started recruiting Pakistani nationals who were vulnerable and could work on their payroll. In this context, with the pre-information of ISI, Pakistan’s police and other security agencies arrested a number of agents. For instance, on September 19, 2009, police raided the Inter-Risk, a private security company in Islamabad, and arrested its two employees, namely Tauqeer and Muhammad Khan, possessing unlicensed shotguns, handguns and ammunition. On the other side, US embassy spokesperson Richard Snelsire pretended, “The US contract with the Inter-Risk is to provide security at the embassy and consulates. Moreover, U.S ambassador address to Balochistan Jerga in 2011 Quetta has also a great concern for responsible circle of Pakistan. In memo gate issue ISI again played very vital role to expose another CIA plan against Pakistan sovereignty which is under investigation at the right forum Judicial Commission structured by Supreme Court of Pakistan .

Concluding, I say that invisible warriors of ISI under the leadership of Lt General Ahmed Shuja Pasha with very meager resources have successfully proved their superiority while defeating CIA and her sister agencies RAW and Mossad. U.S. has been forced to resolve Afghan issue as suggested by Pakistan and its intelligence Agency. In short, Intelligence organizations are not a fighting machines in its conventional sense but no army can fight without the support of an efficient Intelligence Organizations, collect, collate and disseminate information in a most efficient and reliable manner that is the key to the success of any war or battle. The job of a good organization is not only to collect information but through its mechanism, it denies or feeds false information to the enemy to achieve its goals.

General Ashfaq Parvez Kayani’s statement about the constitutional role of Pakistan Army has put to rest rumours and speculations of an army takeover. It has also refuted Yousuf Raza Gilani's charge of the army plotting to throw the political government out when Kayani declared: "The army has no desire to derail democracy."

The Pakistan Army’s past role in the six and a half decades of the country’s existence does spell doom and gloom for democratic institutions at its hands. There have been four military takeovers and Pakistan has been ruled by the army for over 33 years. With such a track record, the government was wary of the army’s intentions, but it should not have denigrated it, forcing a clash between the institutions.

One expects that those who claim to be the champions of democracy would endeavour to keep the banner of democracy aloft. But it appears that the same democrats are sacrificing this notion at the altar of their own self-preservation. With the memogate scandal being examined by the Supreme Court, one would expect that the current political dispensation in Islamabad would let justice prevail and the judicial proceedings take their legitimate course, instead of putting impediments in the way of the judicial system. The questions are: Why are they against the judicial process? Do they fear the exposure of their own veiled complicity in the macabre plot to upstage the military?

The Mossad plays an important role in the operation of State functionaries of Israel. Similarly, the India’s security agency, RAW, has a significant task in the Indian system of government. One never hears the Israeli or Indian administration castigate Mossad or RAW. But in Pakistan, it is the government and its sympathisers in the media, who have turned their knives on both the ISI and army. There was a time, when the Pakistani army would not refrain from toppling the applecart of democracy and usurping the reins of power at the drop of a hat. Sometimes it was the corrupt practices of the democratic setup; while, at times, it was sheer lack of governance. The current setup in the army has resisted all temptations to assume power. There have been numerous opportunities, but they have not availed them mainly to give democracy, still at a nascent stage in Pakistan, a chance to take root, and thrive.

The government, on the other hand, in order to hide its own inadequacy, has been conspiring to either vilify the army or pull the ISI directly under its own control. It forgets that the army and the ISI are its greatest benefactor, but it is hell bent upon disparaging both institutions. It is well known that the smooth functioning of a government depends upon harmony and close coordination between the pillars of the State; however in Pakistan, it is the democrats themselves who are trying to shoot themselves in the foot by driving a wedge between the institutions. General Kayani needs neither recommendation, nor reference; his services to the State are well recorded. General Pasha, while serving as a Contingent and Sector Commander of the United Nations Mission in Sierra Leone, was reverently known as the “Little General”; his contributions to the war on terror have earned him good repute.

The US, which is Pakistan’s ally in the Afghan war, has its own myopic agenda that has been thwarted by Generals Kayani and Pasha. The US tried to impose its will on Pakistan at the Istanbul Conference, but the duo put impediments in the path of the US agenda, since it did not serve Pakistan. At Bonn, Pakistan boycotted the conference on Afghanistan. The Nato attack at Salalah checkpost has failed to bring about an apology from the assailants, instead they are trying to malign the Pak Army, as well as the ISI, and for this they have found wiling partners in the ruling junta in Islamabad. Little do the democrats in Islamabad realise that they themselves may fall in the pit they dig for others.

Hussain Haqqani’s defence counsel seeking General Pasha’s resignation without taking cognisance of the fact that he had rendered his resignation after the Osama bin Laden episode, but was requested by the parliamentarians themselves to stay on and carry forward the good work. Driving a wedge between the State institutions would surely be counterproductive; instead the democrats should let the army fulfil its constitutional role.

As the US seeks to end its missions in Afghanistan, relations between Pakistan and the US appear to be heading for a crash landing. The army is expected to issue within a week its detailed response to the findings of the US probe into the November 26 Nato airstrikes which killed 24 Pakistani soldiers. By Kamran Yousaf

There will almost certainly be several differences in opinion. Although Pakistan had already rejected the report’s conclusions in its initial responses, the detailed reply will be significant because it will set the tone for future cooperation with the US, a military official said. “The US investigation report is being analysed and a detailed response will be given within a week,” confirmed the official, who asked not to be named. Indications are that the army will totally reject the findings as questions are being raised about the impartiality of Brigadier General Stephen Clark, who led the US inquiry. “Brig Clark had commanded the same company which was involved in the Salala incident, so how can he be impartial,” the official asked. Though the US probe has conceded that Nato must accept the major blame for the attack, it found that Pakistani soldiers fired first at American and Afghan forces.

However, the army said that Pakistan’s position was unambiguous: the November 26 attack was “totally deliberate and Nato was solely responsible.”

Army denies that US briefed General Kayani
Meanwhile, the army denied reports that the American military briefed army chief General Ashfaq Parvez Kayani on its investigations. Pentagon spokesman Captain John Kirby told the media that a report by military investigators was delivered to Gen Kayani on Sunday by a US officer based in Islamabad, who explained the findings in person. The full report from the joint US-Nato investigative team was not released publicly until Monday, to allow time for the Pakistani leadership to read it first, Kirby said.

“We wanted General Kayani to be able to see the entire thing,” he said, calling the approach “an appropriate professional courtesy” to Kayani. However, a Pakistani security official told AFP that “no such briefing took place and the report was not handed over in person to the army chief.” “The report was delivered to the concerned department (at army headquarters) but not to the chief,” the official said. The disagreement over the facts looks set to be the first of many this week.

Alarmed by the growing popularity of Pakistan Tehreek-i-Insaf (PTI), two bitter rivals of the past have started warming up to each other. Pakistan Muslim League-Nawaz (PML-N) supremo Nawaz Sharif has conveyed to the Pakistan Peoples Party (PPP) leadership that his party will not obstruct the Senate election scheduled for March next year. As a quid pro quo, he demanded that the government announce fresh parliamentary elections immediately after the Senate polls.

Officials from both the PPP and PML-N told The Express Tribune that the two parties were readjusting their positions on the fluid political chessboard and might reach an understanding soon. They admitted that the ‘unmatched’ rise of the PTI was the trigger behind this. Officials said Sharif’s message was delivered to Prime Minister Yousaf Raza Gilani by ‘top PML-N leaders’ a week ago. The prime minister then shared it with the PPP leadership at the meetings of its parliamentary party and core committee.

Both sides confirmed that they have negotiated in recent weeks, but did not say their talks were meant specifically to evolve a consensus on checking Imran Khan’s growing popularity. “This is a proposal from Mian Sahib (Sharif) … but has never been a point of discussion for us,” said PPP Information Secretary Qamar Zaman Kaira. “Let’s see what happens,” was his answer when asked whether Khan’s gains could draw the two parties closer to each other.

A spokesman for Sharif’s party said things “might change, as they always can in politics”, but refused to comment on whether the PML-N had formally conveyed to the government its support for the Senate elections. Insiders from both sides said Sharif’s message to the government was very clear. “The establishment is behind Khan. If we continue to fight each other, we will be the losers in the end. We are the target of the establishment,” an associate quoted Sharif as telling the PPP leadership in the message sent through interlocutors.

A PPP leader, who wished not to be named, put the development in these words: “Many changes are in the offing and what may soon emerge is an understanding among all mainstream leaders to fight it out together.” PPP and PML-N leaders said discussions were not focused on forging a formal electoral alliance, but reaching an understanding to support each other’s candidates in what they would present to the public as an anti-establishment force. They said there had been no discussion about any potential power-sharing formula after the elections.

“At the moment, the most important thing is to foil the establishment’s designs to make us irrelevant … we won’t let this happen,” said a PML-N leader, confirming secret negotiations aimed at countering PTI’s growing popularity. He said the party’s top leaders had been thinking of resigning to dislodge the government and seek fresh polls, but not anymore. He said the party had decided not to block the Senate polls that are expected to give the PPP a numerical strength in the upper house close to a simple majority.
“We think we are up against a bigger evil… and to counter that we have to tolerate a smaller one,” the party insider said.

In return, both the PPP and PML-N members added, the government might announce snap polls some time after presenting next year’s budget in June 2012.

Pakistan has rejected the US report on NATO attack in Mohmand Agency that killed 24 Pakistan Army Soldiers, saying that with Brigadier General Stephen Clark as head, the investigation can never bring out unbiased findings. Reports said Pakistan dismissed the report on the Nato assault as the head of investigation team Brigadier General Stephen Clark has been linked to the strategic team involved in the attack. And that is why, he is believed to be an inappropriate choice to carry out investigation as a neutral party.

A report by military investigators was delivered to General Ashfaq Kayani on Sunday by a US officer based in Islamabad, who explained the findings to the general, Pentagon spokesman Captain John Kirby told reporters. The full report from the joint US-Nato investigative team was not released publicly until Monday to allow time for the Pakistani leadership to read the findings first, Kirby said.

“We wanted General Kayani to be able to see the entire thing,” he said. The approach represented “an appropriate professional courtesy” to Kayani, he added. A summary of the report was released Thursday and the officer who led the investigation, Brigadier General Stephen Clark, briefed reporters by phone the same day.

Indian poverty levels higher than Pakistan's, says UN report
India, the world's second fastest growing economy, has been ranked as poorer than its blighted enemy Pakistan in a United Nations report on global poverty.

The report also finds more 'gender equality' in conservative Pakistan than in 'tolerant' India. Its findings amount to a wake-up call for a nation which has taken great pride in its rapid economic growth and the increasing clout of its billionaire business leaders but has failed to share the spoils with its poor. Britain's Department for Internmational Development has pointed to this chequered progress to justify its continuing aid to India.

The Human Development Report reveals that while India ranks slightly above Pakistan in its level of 'human development' – based on life expectancy, schooling and per capita income – its wider poverty level is worse than Pakistan's. In absolute terms, 41.6 per cent of India's 1.1 billion people earned less than 78 pence per day compared with 22.6 per cent of Pakistan's 173 million.

The report quotes its 'multi-dimensional poverty index' which includes measures of schooling, child mortality, nutrition, access to electricity, toilets, drinking water, and hygienic living conditions, and reveals India is poorer.

Mohammad Ali Jinnah envisaged Pakistan as a modern democratic state. Threatened by a deadly insurgency in the northwestern tribal areas linked to the American-led war in Afghanistan, and rent by conflict between and within the elected and non-elected institutions, Pakistan today could not be further away from its founder’s vision.

The disregard shown to the rule of law by successive governments, military and civil, is an unconscionable blot on the legacy of the great constitutionalist lawyer, whose memory is invoked with ritualistic fervour. With recurrent derailments of political processes, deteriorating educational standards and curbs on the press, the public discourse on Jinnah’s vision has been open to widespread political manipulation and distortion.

Instead of realising professed ideals, Pakistanis are mired in a sterile debate between so-called ‘Islamic fundamentalists’ and ‘secular modernists’, the latter defined incorrectly as la din or anti-religion. To pose the problem in such terms leaves little scope for a satisfactory resolution of the central question Pakistanis face at this vital juncture in their history: what sort of Pakistan do they want—an inward looking, orthodox religious one or a modern, enlightened and progressive country?

To try and find approximate answers to this crucial question requires going beyond the debate pitting religion against secularism. The focus instead has to be on the disjunction between ideals and realities in Pakistan. More than six decades after independence, the celebrated homeland for Muslims in the subcontinent has been unable to extend the elementary rights of citizenship, not just legal but also social and economic, to the vast majority of its people. Many Pakistanis are worried that their country has lost its moorings.

Some believe that the solution lies in reinstating the moderate and progressive vision of their founding father while those in power mechanically claim ownership of Jinnah, if not quite his ideals. Contestations over Jinnah are the most important sign of his continued relevance. An appreciation of how his ideals are applicable for today’s Pakistan requires an understanding of the historical context in which they were formulated and articulated.

Pakistanis can build upon Jinnah’s vision only by accepting some stark truths about their own history and make the tough decisions that are needed. At this critical moment when the country is engulfed by grave internal and external threats, Pakistanis have to make a hard choice. They can seize the opportunity and take the necessary steps to shoulder their responsibilities alongside other nations in the world or they can join those who in defiance of global trends advocate isolationism in pursuit of their own narrow visions of Islam.

The Islam that the Quaid-i-Azam embraced was neither reactionary nor bigoted, but one ‘based on the highest principles of honour, integrity, fair play and justice for all’. He hailed the example of the Prophet (PBUH), who was successful in all walks of life, and ‘laid the foundations of democracy’.

Acknowledging the compatibility of Islam and democracy did not mean consigning the constitutional future of the country to historical ideas purportedly dating back to the inception of Islam. Nor was there any question of the seasoned constitutionalist allowing autocracy, whether of the civilian or the khaki variety, to substitute the rule of law. ‘Pakistan is now a sovereign State, absolute and unfettered, and the Government of Pakistan is in the hands of the people’, Jinnah had told a gathering of civil servants in February 1948.

As servants of a state they had ‘a terrific burden’ on their shoulders that he likened to a ‘sacred trust’. It was imperative in Jinnah’s view that the constitution and ‘the fundamental principles of democracy’ not bureaucracy or autocracy or dictatorship, must be worked’. While Pakistan has taken a dramatically different course, few have ventured so far as to publicly disavow the vision of a creator they revere more than heed. This is cause for cautious optimism. Can Pakistan renew its commitment to the ideals it professes but shuns in practice?

Not without real determination, individual and collective, to correct course. Jinnah’s memorable statement—‘failure is a word unknown to me’—ought to be inspiration for Pakistanis as they grapple with the daunting challenge of saving their country from chaos and disintegration. ‘We …have a State in which we c[an] live and breathe as free men and which we c[an] develop according to our own lights and culture and where principles of Islamic social justice c[an] find free play.’ The Quaid was endorsing the notion of a state of temporal and spiritual union presiding over regions with shares of sovereignty and citizens with multiple identities.

It was an idea of freedom where Pakistanis in all their diversities and differences could live the lives they value with dignity, responsibility and a sense of security. The tragedy is that a nation-state, which was supposed to be the embodiment of Muslim aspirations and distinctive culture in the subcontinent, has not only departed from the vision of its main architect but also made a travesty of the federal and constitutional principles on the basis of which he ultimately won his case for Pakistan.

You don’t want a fight with the bull but you go to his home wearing red. That’s what PTI is doing in Karachi tomorrow. Imran khan’s PTI is avoiding direct criticism of ANP and MQM, the two parties that hold Pakistan’s largest city hostage to violent and divisive politics. Most Karachiites are sick of both but can’t talk. And Imran won’t too. It’s called politics. The focus now is to get rid of the ruling PPPP and the second largest party, the PMLN.

PTI wants to avoid any sideshows at the moment. And this is a wise strategy.

But make no mistake: PTI is shaking all of them in the knees. And if anyone thinks ANP and MQM are happy to see PTI in town, he is mistaken.

PTI’s rally in Karachi tomorrow is the first major rally for any Pakistani political party in that city in a decade. It ends an abnormal situation where one or two Karachi-based parties have controlled Pakistan’s largest city using violent and divisive politics. Imran Khan’s rally will break this monopoly.Karachiites are staunch pro-Pakistan patriots. These are the people who created a world record in August for the largest number of people singing the national anthem in open air at one place. Nearly 6,000 boys, girls, women, children, senior citizens and families from all parts of Karachi joined in this event. And like the rest of Pakistanis, Karachiites are yearning for change. And they don’t believe in the divisive linguistic politics that ANP, MQM and PPPP have introduced in the city.

And it’s not just Karachi. Pakistani political parties have become too divisive and violent. They use different Pakistani languages to divide. They train party ‘workers’ for chaos and arm them to create secret militias to sort out opponents. Some of them divide Pakistanis on sectarian basis.

And then comes PTI. It has members from every Pakistani district. Younger Pakistanis are more assimilated and comfortable in their national identity. Many of them speak more than one Pakistani language and feel at home anywhere in the country. They feel closer to PTI than any other existing political party. Jamaat-e-Islami is the only exception.

A silent divide exists inside PTI between idealists who want the party to introduce new faces and those who don’t mind taking in tried-and-tested politicians with questionable past.

But this divide doesn’t matter for the time being since everyone is focused on the objective and trusts Imran Khan to do the right thing. Besides, taking in older politicians is good because it is creating ripples in the media and making other parties insecure. Political hordes are flocking to PTI because they know the country’s two largest parties are sinking ships.

Whether it wins or loses, PTI is creating history not just by pulling in record numbers of crowds at rallies and by activating Pakistan’s middle class, but also by breaking the monopoly of failed political parties that rely on linguistic or provincial divisions to attract public attention. That’s PTI’s biggest contribution. And it has the potential to change the face of Pakistani politics for good.

Military observers now believe that the NATO aircraft which attacked and killed 24 Pakistani soldiers were in fact sent to rescue the TTP terrorists who had been encircled by Pakistani forces near Silalah check posts.

The defence observers who are closely monitoring the situation told Pakistan Observer that reports suggest that Pakistani soldiers had encircled a group of TTP terrorists who had been active in the most difficult area where Pakistani armed forces had gained ground after paying much sacrifice. 

According to a report a group of TTP terrorists who had penetrated from Afghanistan had been surrounded by Pakistani armed forces in the region on November 25 and were about to be eliminated from within next few hours. But all of a sudden NATO aircraft reached and mercilessly attacked Pakistan army’s check posts. Pakistani officials in the region immediately sent messages to their ISAF counterparts in Afghanistan notifying the attack by aircraft but no action was taken and the attack continued for more than thirty minutes destroying all two Pakistan check posts in the area.It is no secret that TTP terrorists leaders, Waliur Rehman and Mullah Fazlullah are residing across the border in Kunar and Nuristan and had recently vowed to return to Pakistan to carry out more terrorist attacks inside Pakistan.

Afghan monitors also say that anti-Pakistan Afghan commanders have been deployed along Pak-Afghan borders across Mohamand Agency where Pakistani armed forces had launched two operations against terrorists causing considerable casualties to the militants.

Afghan monitors believe that at least two Afghan military officials who have direct or indirect links had been posted in the region. These two Afghan military officials Brig. Gen. Aminullah Amarkhel and Colonel Numan Hatifi (of 201st Silab Corps) are known for their anti-Pakistan sentiments and links with elements aiming to malign Pakistan.

One day an idea is discussed on Twitter in Pakistan. Next day, an anti-military draft is released in Hong Kong, and another submitted to the Supreme Court in Islamabad.

Here is an interesting sequence of events that shows how Pakistan’s military and its main foreign intelligence-gathering agency, the ISI, are targeted from the inside by a group of Pakistanis conspiring against a vital pillar of the State.

One day, a group of Pakistanis linked to foreign embassies decides to launch a legal campaign to oust and prosecute the two generals that lead the army and the ISI.

The next day, a rights group based in Hong Kong issues a detailed slanderous paper full of lies and insinuations against our military, mirroring and endorsing biased and motivated propaganda coming from foreign countries. Of course, the Pakistani viewpoint is not reflected in the document.

On the same day, a case is filed in the Supreme Court demanding Army chief Gen. Kayani and ISI’s Lt. Gen. Pasha are tried for treason.

What is Kayani and Pasha’s crime? The two have overreached – in the eyes of the conspirators – in probing whether someone from Pakistan wrote a secret memo to the US government seeking support to mount a coup against the country’s military and intelligence leaderships, replacing them with US stooges.As government’s probe flounders and suspicions arise of a possible cover-up, the two generals approach the Supreme Court to ensure such a probe happens.

What the generals did was legal and respectful of the law. After all, what spy agency in any country wouldn’t show interest in a conspiracy targeting the institution and involving a foreign government?

THE CONSPIRACY

Probing possible internal breaches to national security is inherent to the job of ISI and should be backed by the government and the military. But for some reason this did not suit newspaper editor Beena Sarwar, TV producer Fifi Haroon, New America Foundation fellow Najam Sethi, and UN coordinator Marvi Sirmed.

There are indications that Farahnaz Isphahani, President Zardari’s media adviser and Husain Haqqani’s wife, is behind the idea of demanding the resignations of the two generals. But there is no evidence implicating her.

On 18 December, their timeline on Twitter [see the screen shot] goes something like this:

Someone might say this is legal too and nothing wrong in it.

It looks like that. But wait. The conspiracy goes beyond Pakistan’s borders.

The very next day, 19 December, a draft is ready and released as promised by Mr. Sethi. But it comes out of Hong Kong, from the offices of an NGO called Asian Human Rights Commission. The AHRC is a private group dominated by Indian activists.

The group issues an Urgent Appeal.

Also on 19 December a petition is submitted in the Supreme Court in Islamabad against Pakistan Army and ISI chiefs demanding their resignations and trial for treason.

WHO ARE THE CONSPIRATORS?

Ms. Beena Sarwar is a cheerleader for Indian supremacy over Pakistan. She endorses Indian political claims in disputes with Pakistan.

Mr. Sethi, along with his wife, work for a US think tank and are recent converts to the US government view on Pakistan and its future. Their daughter, Mira, landed a job at Wall Street Journal, a US paper that promotes anti-Pakistanism. Her first assignment … you guessed it right: attack Pakistan’s military.

Mrs. Marvi Sirmed works for the UN office in Pakistan. She’s been leading frontal attacks on Pakistan’s military and ISI in newspapers and TV appearances, endorsing every word about them coming from adversarial foreign governments. In a recent TV appearance, she ridiculed the entire premise behind Pakistan’s rise as an independent nation. Unfortunately, Pakistani laws do not incriminate anti-state speech. It is not clear if her opinions are endorsed by her employers.

AHRC’S APPEAL

The Indian-dominated rights group released on 19 December the draft that Sethi, Sarwar, Haroon and Sirmed conceived on the 18th.

Now look at how they twist facts and spread lies against Pakistan’s military institutions:

1. FIRST CLAIM: The AHRC decides in its document that Mansoor Ijaz “wrote” the secret memo, implicitly absolving Husain Haqqani from at least coauthoring the memo, if not authoring it outright. This case is being reviewed at the Supreme Court of Pakistan. AHRC unwittingly exposes its bias and political agenda in this one line.

2. SECOND CLAIM: The AHRC meddles in Pakistani politics by attacking the opposition leader Nawaz Sharif, the mover of the petition on the secret memo. AHRC says Sharif was “groomed as a politician during the period of the military dictator.” Of course, the founder of the incumbent ruling party that AHRC seeks to defend was also groomed under a military dictator. This is conveniently overlooked.

3. THIRD CLAIM: AHRC demands that the two generals resign and be put on trial in the same way that Husain Haqqani was forced to resign and stand trial. The comparison is incorrect because the evidence exists on conspiring against the State in Haqqani’s case. The accusation that the army and ISI chiefs are conspiring against an elected government is a conspiracy theory at best.

4. FOURTH CLAIM: AHRC fully endorses in its document the politically motivated US and Indian propaganda against ISI. It concludes its appeal with this sentence: “It is also alleged that the ISI is involved in bomb blasts and assassinations in neighboring countries and providing training to the Mujahideen.”

A couple of foreign governments are targeting Pakistan’s military and intelligence as a policy. The army and ISI chiefs are the preferred targets. Now this objective has been joined by a small group of Pakistanis that shares linkages to the foreign agenda in Pakistan.

The Inter Services Public Relations department (ISPR) has denied a media report which had stated that DG Inter-Services Intelligence agency (ISI) Shuja Pasha had met Arab leaders to discuss a military coup in Pakistan. A statement released by ISPR on their website on Wednesday clarified that Pasha did not meet any Arab leaders between May 1-9, 2011 and the report was published “without verification at any level”.

It says:
DG ISI’s other visits to Kingdom of Saudi Arabia and UAE only, prior to or after this period, were part of routine intelligence sharing activity, during which he interacted with his counterparts only.

The ISPR statement says that a legal notice will also be served to the British newspaper to retract the story. Pakistani-American businessman Mansoor Ijaz, the whistleblower behind the Memogate affair, claimed that Pasha had visited Arab countries for discussions on a possible coup, according to media reports.

The newspaper The Independent had published the report on December 13 on the issue. The website, in a blog post, quoted Ijaz as saying: “Their [US intelligence] information was that Pasha had travelled to a few Arab countries to talk about what the necessary line of action would be in the event that they had to remove Zardari from power, and so forth.”

The twilight of the Tehreek-i-Taliban Pakistan (TTP) – an outlawed umbrella of militant groups – appears to have set in.

The group responsible for most violence in the country is in disarray with its ‘chain of command’ crumbling, funds dwindling and infighting intensifying, admit Taliban foot soldiers. “It appears the TTP’s days are numbered … what was a well-coordinated militia just a year ago has fragmented now and dozens of splinters groups have emerged,” a disgruntled member of the network told.

At least two associates of the group in South Waziristan, the strongest bastion of TTP where its chief Hakimullah Mehsud is hiding, also confirmed this. They said Mehsud has further isolated himself due to threats to his life from the dreaded American drones and Pakistani spy agencies.

“He is virtually a lonely man running for his life … he is always on the move and doesn’t meet even his once most-trusted lieutenants,” said Muhammad, a nom de guerre because the militants seldom use their real names.

Muhammad, who lives in the North Waziristan tribal region, was in Islamabad for the treatment of some kidney ailment at a private clinic. Mehsud has stopped meeting members of his notorious network from Punjab, better known as Punjabi Taliban, suspecting that some of them might be spying on him for Pakistani agencies.“This is one of the reasons for relative peace in the country … there is no coordination among various groups of the Taliban,” said an intelligence official. There has been a visible decline in the Taliban violence in the country over the past few months.

The TTP associates said that their group was crumbling due to differences on the question of pursuing peace talks with the government — an option Mehsud had rejected outright when he was first approached with the offer.

One the other hand, several key TTP leaders have responded positively to peace overtures from the Pakistani agencies. TTP’s deputy chief in South Waziristan Mufti Waliur Rehman and the group’s No 2, Maulvi Faqir Muhammad from Bajaur Agency, are reportedly in talks with the government, indirectly though. Officially, both the government and the TTP deny peace talks.

Muhammad claimed that several members of the TTP shura, or decision-making council, have also showed willingness for talks. He added that the shura, which once had around three dozen senior leaders, has now shrunk to less than 10.

“People are now deserting Mehsud and joining the group led by Waliur Rehman,” he said, adding that the latter’s group is becoming more powerful.

No more money

Apart from differences within, supply of foot soldiers to the TTP is also drying up fast, said Muhammad who himself has given up violence to start a small business in his village.

“They (foot soldiers) are deserting because it no longer earns them money,” said Raqeebullah Mehsud, a former TTP field commander.

Intelligence officials are claiming the credit for the TTP’s imminent collapse, saying it was their squeeze that had played a key role in blocking funds supply to the Taliban. But experts like Brigadier (Retd) Muhammad Saad believe that TTP’s inability to generate money might be the result of what has been happening behind closed doors in Afghanistan in the recent past.

“There have been reports that the Afghan Taliban are actively engaged in peace talks,” he added.

Saad said that the war in Afghanistan was the main source of funds for the TTP “but it may not be the case anymore”.

But Brigadier (Retd) Mehmood Shah, another security analyst based in Peshawar, said it won’t be fair to deny the Pakistani agencies credit for the isolation and subsequent rupture in the ranks of the TTP.

“Much of this happened due to their (Pakistani agencies) maneuvers,” he said.

Smith Richardson Foundation, an American think tank, claims that it paid $100,000 to Husain Haqqani to write a book, which attacks the Pakistan army and the military-mosque alliance and its implications for US policies. 

Haqqani came up with a book within two years and the controversial memo reflects many of the thoughts stated in his book.The think tank also claims that it funded another $175000 to Carnegie Endowment for International Peace for developing a new US policy toward Pakistan in 2004 and Carnegie Endowment for International Peace hired Husain Haqqani for the purpose. Smith Richardson Foundation is an American think tank whose mission is ‘to contribute to important public debates and to help address serious public policy challenges facing the United States.

The Foundation seeks to help ensure the vitality of our social, economic, and governmental institutions. It also seeks to assist with the development of effective policies to compete internationally and to advance US interests and values abroad. This mission is embodied in our international and domestic grant programs.’ The website of Smith Richardson Foundation shows under the link: http://www.srf.org/grants/grantsdb.php? username=&lg=1 that in 2003 a sum of $100,000 was given as grant to Carnegie Endowment for International Peace regarding ‘Mosque-Military Alliance in Pakistan and Implications for US Policy’. The website describes the usage of grant as, “Husain Haqqani will research and write a book on the relationship between Pakistan’s military and the country’s radical Islamic forces and assess the implications of that relationship for US security.”  Interestingly Haqqani came up with a book in 2005 titled ‘Pakistan between Mosque and Military’ and he wrote in the concluding paragraphs of his book: “Washington must not ignore Pakistan’s state sponsorship of Islamist militants, its pursuit of nuclear weapons and missiles at the expense of education and healthcare, and its refusal to democratize; each of these issues is directly linked to the future of Islamist radicalism.”

Smith Richardson Foundation’s website further says that it granted $175,000 in 2004 to Carnegie Endowment for International Peace Developing and explained that ‘Husain Haqqani will lead an effort to develop new ideas for US policy toward Pakistan.  He will organize working groups of US and Pakistani experts and commission papers. He will write a blueprint for a US policy to encourage Pakistan to adopt a more moderate and democratic political system. The project’s findings will appear in a series of monographs and a policy report.’

It is worth mentioning here that Haqqani in the concluding paragraphs of his book has also written “The United States clearly has few good short term policy options in relation to Pakistan. American policy makers should endeavor to recognize the failings of their past policies and avoid repeating their mistakes. The United States has sought short-term gains from its relationship with Pakistan, inadvertently accentuating that country’s problems in the process.

Pakistan’s civil and military elite, on the other hand, must understand how their three-part paradigm for state and nation building has led Pakistan from one disaster to the next. Pakistan was created in a hurry and without giving detailed thought to various aspects of nation and state building. Perhaps it is time to rectify that mistake by taking a long-term view. Both Pakistan’s elite and their US benefactors would have to participate in transforming Pakistan into a functional, rather than ideological, state.” Haqqani was tried to be contacted and an SMS was also sent on his number but no reply was given till filing of this report. A message was also sent on his verified twitter account but that was also not replied.

Awww! No Fried Chicken For US Soldiers In Afghanistan?

US government is using the media to downplay the affect of Pakistani blockade. But the G.I.s want their fried chicken, Mr. Panetta.

The US military is doing its best to downplay the effect of Pakistani blockade on US and NATO supplies bound for Afghanistan. You can see Pentagon spokespersons almost every day using a variation of the same theme: ‘Oh it doesn’t affect us’, or ‘we’ve made arrangements’ or ‘important supplies don’t go through that route.’

The truth is that more than half of US supplies, everything from Special-Ops gear to ammunition to French fries, pass through the critical Pakistani supply line. While US military and CIA won’t reveal how much they are hurting because of the Pakistani blockade, which came into effect after a deliberate US attack killed 24 Pakistani soldiers, there are signs that US soldiers are beginning to feel the pinch.

US soldiers can stay quiet over shortages in fuel and ammunition [it’s good since they don’t have to go out fight as often], they can’t stand that fried chicken and French fries are fast disappearing from the menus on American bases in Afghanistan.

Some US soldiers who completed their tour of duty and left Afghanistan but remain in touch with colleagues are reporting some minor hardships. Some of them are servicemen who are opposed to the US war in Afghanistan. Almost all of them are using social media to get the message out.Twitter is abuzz with messages from soldiers who served in Afghanistan recounting how tough it was for them when Islamabad blocked supplies in October 2010 after an earlier deliberate US attack killed Pakistani soldiers at a border post.

And now comes this picture. It’s not clear where or when it was taken but it shows a Popeye’s fried chicken outlet at a US base in Afghanistan giving a shutdown notice due to the blockade.

Showing disinterest in mending fences with “allies”, Pakistan Army’s top brass on Wednesday denied having taken up the Nato supplies blockade issue with the Western military alliance while confirming contacts with its top commander.

The development forecasts that the ice of hostility between Pakistan and North Atlantic Treaty Organisation (NATO) appears to have stood far from melting, for the time being at least, till the surfacing of Nato investigation findings, scheduled next Friday, into the border attack incident. The probe Pakistan refused to become privy to, was launched following the country’s protest over the killings of its two dozen soldiers when Nato gunship choppers pounded shells at two Pakistani pickets in Mohmand Agency last month.

The Nato chief in Afghanistan General John Allen on Tuesday disclosed having contacted Pakistan Army chief General Ashfaq Parvez Kayani a day earlier while hoping that coordination between both the sides would resume. General Allen told reporters in Kabul, he sensed progress in restoring border coordination with Pakistan in order to move on. He stated that resumption of Nato supplies was not figured in the particular telephonic conversation.

During his ongoing visit to Afghanistan, the US Defence Secretary Leon Panetta also hopes mending ties with Pakistan despite prevailing hostility. Panetta had also talked to Kayani by phone on Tuesday.

Responding to the reports of reconciliation between the two sides, Pakistan Army said in a statement yesterday, “During telephonic conversation between General John Allen and General Ashfaq Parvez Kayani on 12 December 2011, the issue of reopening of Nato supply route never came under discussion as has been highlighted in the statements of ISAF commander. It would be appreciated that unnecessary speculation in this regard is avoided.” Even though General Allen had clarified of having not discussed Nato supplies blockade with his Pakistani counterpart, Pakistan military’s clarification, according to official sources, is to be perceived as a gesture to affirm army’s firm stance over reviewing military cooperation with the US while turning down the reconciliation reports.

When contacted, Nato-led International Security Assistance Force (ISAF) Military Spokesperson in Kabul Brigadier General Carsten Jacobson did not comment on recent contact between top officials of Pakistan Army and Nato while suggesting this correspondent to go through the contents of General Allen’s briefing. “Everything is there in the briefing that’s not classified at all. You better read it. The general has answered in detail the reporters’ questions and I don’t need to elaborate on it any further.” Asked to comment on Pakistan Army’s clarification regarding General Allen’s telephonic contact with General Kayani, the spokesperson said, it was not for him to comment on it. “Things are in the process of settling and we hope that the coordination between the two sides would improve. There’s been a pending investigation, efforts for resuming cooperation and all that. It’s not the right time to divulge anything that…. That lets say is classified till anything conclusive comes out and it’s the right time to speak on things.”

According to military sources, General Kayani is likely to meet his commanders in the Corps Commander Conference scheduled sometime this week. The military top brass is likely to cling to its toughened stance on future strategic engagements with the US. The decisions taken in political moots, diplomatic meet-ups and military briefings sound unanimous to transpire that Pakistan’s power centres have a smooth sailing for reviewing engagement terms with the US. While Pakistan wants the US and Nato apology for last month’s attack which it terms as unprovoked and pre-planned, along with written assurances not to repeat this kind of event again, deadlock persists as the US and its Western military alliance refuse to render any apology before the completion of pending probe.

CIA Is Using Afghanistan Against Neighbors

A suspected US role in the region is now confirmed. Welcome to the biggest CIA base of operations in the world.

The downing of a surveillance drone in Iran and missile attacks in Pakistan confirm suspicions that CIA is using Afghan soil to wage wars against neighbors. Russia and China are also exposed to US espionage from Afghanistan.

CIA is not only violating international borders but it has invited other spy agencies to do the same. Intelligence operatives from India, Jordan, and other US allies are encouraged by CIA to violate the law and enter Pakistan without permission. On 31 December 2009, a suicide attacker at a secret CIA outpost on the Pakistani border killed American and Jordanian spies. The embarrassment exposed how CIA and other spy agencies were jointly violating Pakistani sovereignty.

This is a key reason behind CIA and US military’s reluctance to leave Afghanistan. CIA has established intelligence outposts that target Iran, Pakistan and China, all immediate neighbors of Afghanistan.

The United States is quietly increasing Indian military and intelligence footprint in Afghanistan, which doesn’t even neighbor India.

Although American people have no appetite for more wars, CIA planners believe it would be a mistake to let go of a piece of land like Afghanistan that allows US spies to hide in the backyards of major powers in the region like Russia and China.

This secretive war by the CIA has not been sanctioned by US Congress and is illegal under international law. CIA officers who served in the region are open to murder charges because actions beyond Afghan borders violate the UN mandate for Afghanistan post-9/11. Rights activists in Pakistan are using this legal hole to pursue American gents in Pakistani courts.

For the same reason, legal experts working for the federal government in Islamabad have finalized recommendations for criminalizing CIA under UN and international law. Pakistan is contemplating internationalizing CIA violations in the next few weeks.

Suing CIA and US government for extrajudicial killings can open the door for copycat lawsuits covering a decade of CIA excesses and human rights violations in Iraq, Afghanistan and Pakistan’s tribal belt. In fact, the situation is so bad in the Pakistani tribal region that there are reports about fatwas to target any CIA agent in Afghanistan and Pakistan in retaliation for killing thousands of innocent Pakistanis and Afghans as ‘collateral damage’.
Pakistanis evicted CIA from a small airbase last week that was suspected of being used against both Pakistan and Iran.

Afghan insurgents have long talked about seeing US-run training camps inside Afghanistan where terrorists and saboteurs train to infiltrate Muslim regions of western China.

CIA and allied spy services have established terror training camps to send saboteurs to Iran. Terrorists in Pakistan’s Balochistan province are fully backed by US government and intelligence. At least one if not more of those terrorists were shifted to Switzerland earlier this year after Pakistan exposed their safe havens in Kabul.

These and other actions by CIA are evidence to the double game that the United States has been playing in Afghanistan since 2002 which has alienated an ally like Pakistan.

A huge debate ensues inside Pakistan’s policy making circles about how the nation blundered in helping the Americans entrench themselves in the region with Pakistani help. Today the US is the single biggest cause of instability and war in the region. American scaremongering about Al-Qaeda presence and strength in the region is widely believed to be a smokescreen to avoid leaving Afghanistan.

In ten years since 9/11, Pakistan received only $448 million in US aid. Our losses? $70 billion. Our debt? $86 billion.

Get it straight. Since 9/11, Pakistan has received only about $448 million net in economic assistance. The Economic Survey of Pakistan says that the costs Pakistan has incurred on America’s failed ‘War on Terror’ are $68 billion. Deduct our external debt from $68 billion and we would have a billion of two left over, which the US should pay. Sad was the day we decided to help this multi-bankrupt country.

Yet propagandists and conspiracy theorists in the US corporate media (with their Pakistani poodles yapping in tandem) keep peddling the myth of the “enormous” American aid to Pakistan since 9/11. Figures vary wildly from $10 to 20 billion. This is perception management at its best.

After a study he conducted for the Woodrow Wilson Centre, Shahid Javed Burki said: “If US civilian assistance is completely withdrawn, it will only have an impact of 0.14 percent on Pakistan’s GDP growth.” Calculations were based on gross aid, 40 percent of which goes to American ‘consultants’. These are conservative estimates compared with how US aid is being spent in Iraq and Afghanistan, where more than 60 percent of the money remains with American ‘contractors’ and ‘consultants’.

Mr. Anjum Rizvi of Vibe TV helped me to put these facts and figures together to expose the myth of US ‘aid’ to Pakistan. Former State Bank Governor Ishrat Husain says that American aid does not help the government’s precarious fiscal situation in any meaningful way. Only “12-15 percent of the total amount is channeled for budgetary support… Assuming that the whole $3 billion [per annum] in economic and military aid is disbursed fully, this accounts for less than seven percent of the total foreign exchange earnings of the country… The increase in export revenues and remittances in the current year was almost twice that amount.”
What price then Hillary Clinton’s boast in Islamabad on May 27 that, “We provide more support than Saudi Arabia, China, and everybody else combined…but I will stand here and admit that I’m not sure many Pakistanis know that.” Of course they don’t, Madam Secretary, because its all bull and you know it and we know it.

1. Since 2006 militancy has spread like a contagion throughout Pakistan. So far, it has cost the country more than 35,000 citizens, 3,500 security personnel, destruction of infrastructure, internal migration, nose-diving production and growing unemployment.
   
2. The US has so far provided $13 billion in aid to Pakistan, of which almost $9 billion were military disbursements. The government expects to receive $1.45 billion this year from CSF as reimbursements for money Pakistan has already spent on US behalf.
   
3. America has made the process of auditing Pakistan’s invoices for reimbursement more stringent and rejected several claims in recent years.

• 50 percent of the aid has to be spent on US ‘contractors’ under US law, so this goes back to America.
  
• 25 percent is wasted on administrative expenses.
  
• The rest is given to the US Ambassador’s favorite NGO to be deposited in US accounts.
  
• Almost none makes it to Pakistanis.
  

Compare this to China’s spending of $30 billion in infrastructure projects in Pakistan. If American military ‘aid’ looks big to you, please pause. Much of it is our money – reimbursements for money we have spent on America’s behalf. It comes under ‘Coalition Support Funds’ for reimbursement to allied militaries for operations beneficial to the United States.

• The Pakistanis submit their costs; the US decides whether to pay or not.
  
• More than 40 percent of Pakistan’s requests have been rejected.
  
• If any of our requests are “bogus” as the US informally claims, prove it. Or shut up.
  
• The problem is more likely with American bureaucracy, not Pakistani “mistakes”. America is now even declining to pay for death benefits that it used to.
  
• Compare this to Afghanistan’s $100 billion and Iraq’s $600 billion aid, countries that are eight times smaller than Pakistan. Because America hasn’t formally occupied Pakistan yet?
  
• Efforts to increase civilian assistance to $1.5 billion annually have failed.
  

Mrs. Clinton also said: “America cannot and should not solve Pakistan’s problems. That’s up to Pakistan. But in solving its problems, Pakistan should understand that anti-Americanism and conspiracy theories will not make problems disappear. It is up to the Pakistani peopleto choose what kind of country they wish to live in and it is up to the leaders of Pakistan to deliver results for the people.” Quite. But most Pakistanis think that it is the US that spawns conspiracies that spawn “conspiracy theories” and it is the US that continues to cause problems for Pakistan. Security-related funding, including CSF (2002-2010), amounted to about $14.14 billion.

• This includes the operational cost of the 140,000 Pakistani troops deployed along the 2,560-kilometer border with Afghanistan and training programs for the paramilitary Frontier Corps.
  
• Almost two-thirds of the amount goes into security-related heads, while the social sector and economic infrastructure receive the remaining one-third.
  
• US AID and ‘private contractors’ spent more than 70 percent of the funds allocated for socio-economic development on their own support infrastructure.

Pakistan’s ministry of finance was prompted to seek US clarifications on how $488.537 million being provided under the Kerry-Lugar-Burmen Law (KLL) were being spent.

• KLL provided for two modes of assistance: one, budget money worth $1,025.335 million for the year 2010-11 and, two, “off the budget” $488.537 million.
  
• Of “off the budget” assistance of $488 million, America plans to spend $170 million for International Narcotics Control and Law Enforcement, $106.387 million for Office of Transition and $60 million for humanitarian assistance.
  
• The remaining over $240 million will be spent through international and local NGOs. Pakistani authorities do not know details of this spending.
  
• The American “Spent Plan” shows that Washington has so far obligated $1.025 billion for Pakistan after completing Congressional procedural requirements.
  

US media might scream about the “billions of dollars” of aid to Pakistan, but the fact remains that its impact on Pakistan is insignificant. US aid doesn’t come close to funding the difference with Pakistan’s losses. The war’s cumulative impact on Pakistan is worse: loss of investment, decline in industry and capital flight. US and NATO forces abuse Pakistan’s roads and bridges but don’t pay for their maintenance. Add infrastructure loss due to militant activity and it gets worse. The truth is that aid from this bankrupt country creates more problems than it is worth.

Just as Pakistan announced it would revise terms of engagement with the US and Nato, it is now considering doing the same with eastern neighbor Afghanistan, in what appears to be a continued revamping of foreign policy. The bone of contention this time is the previously hailed Afghanistan-Pakistan Transit Trade agreement, which is allegedly being misused in the wake of Islamabad suspending Nato supplies through the country’s land route.

[Pakistan’s blockade entered a third week on Saturday, the longest closure of the 10-year war.]

Pakistani officials believe that the trade agreement is being used to bypass the suspension of supplies in the aftermath of the November 26 Nato attack on military check posts, one of the many steps taken by the government in protest.

Behind closed doors, an official of the foreign office told senators during a recent senate panel meeting that the government is now seriously considering reviewing conditions of the agreement, which allows landlocked Afghanistan to transport goods via Pakistan.

“Since the current terms were being violated, new terms of cooperation will be discussed after we complete our own internal exercise,” an official said. He added that reports had been received that the agreement was being “misused”.

The provision of Nato supplies through Pakistan has already caused massive financial damage to the country. According to official records, the Pakistani economy has suffered a loss of Rs55 billion in revenue as a result of missing records of whether 29,000 containers crossed the border or not after being loaded in Karachi. In addition to this crucial missing information, 19,000 Nato containers are also missing on the electronic record of their exit points in Pakistan.The reported damage caused by the Nato supplies does not end here, however. Recently, Federal Minister for Communication Dr Arbab Alamgir told Senate that the national exchequer had suffered a loss of Rs40 billion in the form of road damages caused by overloaded NATO containers travelling through the Karachi-Chaman and Karachi-Torkham route.

While the Parliamentary Committee on National Security has been tasked by the government to make recommendations for new terms of engagement with the US over the ‘War on Terror’, another official revealed that under the existing terms, Pakistan received a paltry Rs410 worth of cargo handling charges per container by NATO. The real profits were in fact being made by a cartel of Afghan contractors according to the official, who refused to divulge the identities of those behind the alleged cartel.

According to international law, it appears that Pakistan may very well revise the terms of the trade agreement with impunity. When asked if it was possible for Pakistan to change the terms of its agreement with Afghanistan once the treaty was signed, Umer Farooq Chaudhry, a lawyer of international law, said “In view of national interest, every country can evaluate it. You can tell your Afghan counterparts that your new demand of goods is not a natural demand and we think the treaty is being violated”. He added that an arbitration form is always available when a disagreement arises at any stage in a bilateral treaty.

Meanwhile, one senior security official said, “Pakistan will reopen the border when public anger cools down and the route is protected”. He added, “Nato will have to apologise. They will have to provide solid security for the future”.

Thousands of Sri Lankans gathered in Colombo on Friday after the Jumma prayers to condemn the actions of NATO/US-ISAF coalition and to denounce the unprovoked attacks of last month that resulted in the deaths of over two-dozen Pakistani soldiers.

The Sri Lanka Pakistan Friendship Association along with Pakistani community in Sri Lanka organized a peaceful demonstration today outside the Devatagagha Mosque in Town Hall, Colombo to protest against the recent NATO attack on Pakistan's military check posts on Afghanistan border.

The Governor of Western Province Alevi Maulana, several Sri Lankan government ministers including Minister Mervyn De Silva, Deputy Mayor of Colombo Municipal Council and several high profile personalities participated in the peaceful protest against the attack, which Pakistan says a blatant violation of its air and ground space.

Protesters including journalists, government employees, lawyers and members of civil society gathered near the Colombo Municipal Council building complex and asked the US and NATO to "Stop terrorizing Pakistan". A heavy contingent of police was present to provide security to the protesters and to ensure peaceful demonstration. No unwanted incidents took place throughout the protest.

The organizers of the demonstration, Pakistan Sri Lanka Friendship Association, ministers and representatives of political parties addressed protesters and called for a resolute stand against the aggression. They termed the NATO attack as blatant aggression and terrorism, and appealed to the international community to stop such violations.

Pakistan says the attack was unprovoked and officials call it an act of blatant aggression. The United States, which considers Pakistan is critical to bring a settlement to Afghanistan before their planned combat troops pull out in 2014, rejects the accusation.
The speakers of the rally expressed the opinion that the US had begun an undeclared war on Pakistan and accused that its drones had killed thousands of innocent citizens in tribal areas in the name of collateral damages.

The demonstrators pointed out that West displays double standard strategy in targeting Muslim nations while showing a blind eye to their own perpetrations. They also highlighted that US is pressing Sri Lanka to inquire into the just ended 30 year old civil war, where the Sri Lankan government justifiably used its resources to crush and eliminate the terrorist group LTTE, while killing the innocent people in the name of democracy and peace in other countries.

The demonstrators accused that the Channel 4 documentaries were a pseudo production of LTTE and its western backers seems to have tacit support of the United States. The protesters said that on one hand the West is bullying Sri Lanka over its ambitious and successful war against terror, while on the other hand the US itself is covertly and overtly killing innocent people throughout the world by concocting 'terrorism theory? for their blatant violation of sovereign nations.

Pakistan outraged by the NATO attack has suspended supply routes to NATO forces in Afghanistan. The US-Pakistani relationship has deteriorated following the US raid in May that killed al Qaeda leader Osama bin Laden.

Pakistan will shoot down any U.S. drone that intrudes its air space per new directives, a senior Pakistani official told NBC News on Saturday.

According to the new Pakistani defense policy, "Any object entering into our air space, including U.S. drones, will be treated as hostile and be shot down," a senior Pakistani military official told NBC News.  The policy change comes just weeks after a deadly NATO attack on Pakistani military checkpoints accidentally killed 24 Pakistani soldiers, prompting Pakistani officials to order all U.S. personnel out of a remote airfield in Pakistan.

Pakistan told the U.S. to vacate Shamsi Air Base by December 11.

A senior military official from Quetta, Pakistan, confirmed to NBC News on Saturday that the evacuation of the base, used for staging classified drone flights directed against militants, “will be completed tomorrow,” according to NBC’s Fakhar ur Rehman.

Pakistan's Frontier Corps security forces took control of the base Saturday evening after most U.S. military personnel left, Xinhua news agency reported. Civil aviation officials also moved in Saturday, Xinhua said.

Pakistani Military Chief Gen Ashfaq Pervez Kayani had issued multiple directives since the Nov. 26 NATO attack, which included orders to shoot down U.S. drones, senior military officials confirmed to NBC News on Saturday.

It was unclear Saturday whether orders to fire upon incoming U.S. drones was part of the initial orders. The Pakistani airbase had been used by U.S. forces, including the CIA, to stage elements of a clandestine U.S. counter-terrorism operation to attack militants linked to al-Qaida, the Taliban and Pakistan's home-grown Haqqani network, using unmanned drone aircraft armed with missiles.

President Barack Obama stepped up the drone campaign after he took office. Since 2004, U.S. drones have carried out more than 300 attacks inside Pakistan.

Pakistani authorities started threatening U.S. personnel with eviction from the Shamsi base in the wake of the raid last May in which U.S. commandos killed Osama bin Laden at his hide-out near Islamabad without notifying Pakistani officials in advance.

Frontier Corps has taken the control of Shamsi Airbase here on Saturday. According to the sources 51 US troops have vacated the airbase and their luggage has been shifted to Afghanistan and FC took the control of base. The base was previously used by the UAE leaders as they have been allotted hunting areas by the government of Pakistan in the vicinity of the base. Pakistan government has ordered US to vacate the base after the Nato attack on country’s check-posts in Mohmand agency of tribal region which led the killing of 24 soldiers.

DG Military Operations Maj Gen Ashfaq Nadeem Thursday said Nato airstrike was pre-planned. Briefing the Senate Standing Committee on Defence, the DG MO said that after the attack on Salala checkpost, it was wrongly informed that Volcano check post had been hit. He said that when the Company Commander rushed to the check post he saw that Nato helicopters had returned and kept the firing assault on until the two check posts were completely destroyed. The Senate Standing Committee on Defence meeting was chaired by Javed Ashraf Qazi.

A new trend of attacks in Afghanistan aims at helping Pentagon and CIA prolong their stay in the country. New culprit to watch: Afghan warlords working with CIA.

The coordinated attacks on Afghan Shias on Tuesday appear to be the handiwork of US-allied Afghan warlords out to create conditions to prolong the stay of US military and intelligence in the country. Under this scenario, pro-US warlords and contractors linked to CIA appear to be key suspects.

The warlords are part of the government and work closely with US military and CIA. This new terror wave serves to push a weak Obama administration to heed military’s desire for a prolonged engagement.

Pakistan can’t be implicated in the attack because Islamabad wants foreign forces to leave and Tuesday’s attacks only serve to provide US military another excuse to stay. So, it is important to understand who benefits from this new trend in attacks, especially targeting Afghan Shias. Afghan resistance groups did not indulge in sectarian attacks since the start of the conflict in 2001. Question is: if they didn’t do it for a decade, why now?

Raising sectarian tensions in the region is part of US military psy-ops to mobilize majority Sunni countries against Shia Iran. Sectarian attacks were unheard of before US military and intelligence teams landed in Iraq in 2003. Some factions of the Taliban did indulge in atrocities against Afghan Shias in late 1990s. But in the ten years since the removal of the Afghan Taliban government, there hasn’t been a single attack targeting Shias.Afghan warlords, US military and CIA are increasingly acting as a single front in Afghanistan. They are trying to open a new war front with Pakistan and are suspected of having killed former Afghan President Burhanuddin Rabbani because his agenda was closer to Pakistan’s and his peace efforts with Pashtuns and Taliban ran contrary to the interests of warlords and the interests of US military in a long term presence in the country. To bring Pakistan under pressure, the US and Afghan commentators are trying to link the carnage to a defunct Pakistani sectarian group. But it is easy to debunk this theory.

Today, sectarian tension in Pakistan is almost limited to the southwestern city of Quetta, where a specific Pakistani ethnic group, the Hazaras, is routinely attacked. Security officials say these attacks are part of terrorism targeting Balochistan, where Afghan-based terror groups have tried unsuccessfully for years to destabilize the strategic southwestern Pakistani province. Another sectarian hotspot is Parachinar on the Afghan border, where tensions appear to be a result of instability and war in Afghanistan.

Pakistan has not faced major sectarian attacks in the past twelve years mainly because the country has been successful in containing violent sectarian groups, both Shia and Sunni, which were largely funded by Arab countries and Iran for proxy warfare. This year did not witness any incident in Pakistan during Ashura. In the past these groups indulged in small acts of intimidation inside the country, such as assassinating rivals. And in any case, these amateur groups never acted outside Pakistani borders. While extremist thinking does exist, organized sectarian groups no longer pose the same level of threat as they did in the 1990s, for example.

An anonymous caller to western news organizations has claimed that the coordinated anti-Shia attacks in three Afghan cities was the work of a long-defunct Pakistan-based group that has never acted outside the country before.

No one has verified the caller but US media and Afghan officials were quick to jump on this ‘evidence’ to implicate Pakistan.

Afghan President Hamid Karzai played smart after the attacks. He cancelled his UK trip and skillfully diverted attention toward Pakistan. By doing this, he protected his inept and corrupt security services and the equally incompetent foreign security forces that can’t even secure the capital.

Islamabad must take a tough stand on the repeated unsubstantiated accusations that Afghan officials hurl at Pakistan. Already we are dealing with Afghan safe havens where anti-Pakistan terrorists plan and execute attacks on us, and the Afghan soil is being used against us. Islamabad has already provided US-controlled Afghanistan many trade concessions under the Transit Trade Agreement, often hurting our business. Pakistan should be ready to withdraw facilities under that deal if Kabul’s anti-Pakistan posture persists.

Believe it or not, but a coup against Zardari government or giving the incumbent rulers a safe exit back to exile safe havens to plot against Pakistan might be just what Washington and others are hoping for.

So, is President Asif Ali Zardari escaping from the country? Or is he being quietly eased out of power by the military?

There is a general feeling that both the United States and the client government of President Zardari in Islamabad have reached similar conclusions: that the American idea of using his government to contain Pakistani military from the inside has failed.

If he continues in power, both he and his key aide and former envoy to Washington Mr. Husain Haqqani might face treason charges. Even if that doesn’t happen, the party stands to be discredited for good.

The Pakistani military is also on the ascent for the first time in several years. It is gradually ending US interference in Pakistan and correcting major flaws in its Afghan strategy, including limiting US influence through Pakistani proxies.

Historically, Washington used the same recipe for getting things done in Pakistan: support discredited self-exiled politicians against the military until they’re no longer useful, and then prod the military to take over and use the insecurities of whoever is in charge to extract strategic concessions. When things get rough with the military, Washington reverts back to self-exiled politicians to pressurize the military. This is what happened in 2006 with Benazir Bhutto.

Theoretically, Washington and President Zardari would like nothing more than a military intervention at this point. It would save both, allowing them a second chance, and would put the military on the back foot and possibly even allow the US to call for sanctions on Pakistani military for the first time, an idea that many in US military and CIA are promoting these days through US broadsheets.The leakages from US sources about the anti-Pakistan memo, and about Mr. Zardari and Mr. Haqqani covertly permitting a limited US military invasion on May 2 to humiliate Pakistani military, serve to increase pressure on Pakistani military to mount a coup. Is it possible that Mr. Haqqani is leading his boss through a dark alley? Anything is possible.

Even the current theory that Mr. Zardari is being eased out of power was first published by an American blogger, a known acquaintance of Mr. Haqqani, Zardari’s aide and former ambassador.

The effect of all of these US-origin leaks seems to be to provoke a military takeover.

Question is: Should the Pakistani military take over?

It shouldn’t. Not now at least.

A better strategy [See here for details] would be for the Pakistani military to continue to contain and reverse US influence in Pakistan, expand the post-NATO attack strategy of increasing our strategic space, and allow Mr. Zardari’s government to complete its five-year term.

After all, President Zardari and his aides need to be held accountable for their governance record and this won’t be possible if they are able again to sit in exile and play the underdog.

But here is the problem: What if Mr. Zardari and some of his aides try to cut and run?

That would allow him and many of his aides to escape back to their safe havens in UAE, US and Britain to be used by Washington and London to meddle in Pakistani politics. Preventing the current crisis in Islamabad from producing new ‘democratic warriors and heroes’ should be a key concern of all the pro-Pakistan forces in the country.

Break The Secret Pak-US Deal

It killed a former prime minister and formalized a role for US in Pakistan’s governance. Get rid of the deal but ensure that failed politicians don’t become ‘democratic heroes’ again.

The removal of Mr. Husain Haqqani from his post and the withdrawal of key facilities given earlier to US military and NATO were sorely needed moves to amend a major flaw in Pak-US ties. That flaw includes the secret US-brokered deal that destabilized Pakistan and shaped the current political setup in the country. Question is: Is it time to revoke that deal? And how should it be done?

The secret deal of 2006-07 was a dangerous escalation in foreign meddling in Pakistan. It devised arrangements to shape how a future government in Pakistan looked and behaved. It turned the US into a decisionmaker in Islamabad, interfering in issues as diverse as deciding our national interest, how ISI should be run, whether India is a threat, and how much footprint CIA should have in our country.

Needless to say, the United States invaded and occupied other nations to do some of the things it was able to do here without direct military intervention. Direct ties between our political parties and foreign governments, and secret meetings between our officials and foreigners at neutral locations, like Abu Dhabi, were a byproduct of this flaw. Even our allies, like the Turks and the Chinese, were aghast at what we were doing. Selling ourselves cheap emboldened our foreign detractors. It is no coincidence that this period coincided with the worst campaign of demonization of Pakistan in world media. Interestingly the main culprit in this was the same country that we allowed to meddle in our affairs.Sadly, few Pakistani citizens in powerful places played a key role in creating this deformity in Pak-US ties. It is our fault. But here I would like to focus on steps underway to roll back this flaw. Taking back a CIA-run airfield, expelling its agents and insisting on new terms of cooperation in America’s failed Afghan occupation are key steps in normalizing our relations and cleaning our American mess.

But that’s not enough. The deal should be revoked. It has weakened the country. It forced a former prime minister to return home and get killed. Patrons of the deal ignored threats to her life and possibly pushed her to her death to destabilize Pakistan. Not to mention how the deal shattered the trust of Pakistanis who cringe at our slow transformation into a banana republic.

Yet this ultimate rollback is something that the country might not be ready for right now. Ending the deal means rolling back a failed political system. A premature wrapping up of the incumbent political setup will turn discredited politicians into heroes, allow them to revive foreign meddling, and will give our American detractors an opportunity to increase pressure.

So what’s the way out? It might be a good idea to let the incumbent setup, the bastard child of the secret deal, die a natural death by completing its term. After that, we need new thinking. That new thinking will not come through elections, certainly not under the country’s existing political leadership and flawed system that perpetuates linguistic and other divisions and protects corruption. At some point, we need a professional government working out of a plan. We need to distance ourselves from politics for some time in favor of business. We need to de-politicize our people enough to get them into making money and spending money, which is what growth is all about.

We need to redefine the rules of the internal political game. That’s a prerequisite for stability and strength. Ending foreign meddling is a good start.

ONE CAN only watch in horror as relations between the United States and Pakistan continue to deteriorate, for there will be no chaos-free exit from Afghanistan without Pakistan. We have become accustomed to the loud accusations of perfidy leveled at Islamabad — it is playing a double game, Americans say, protecting terrorists who are attacking our troops in Afghanistan. But to make an enemy out of Pakistan is to lose sight of the fact that Pakistan is far more important to US interests than Afghanistan ever was.

Republican contenders for Barack Obama’s job fall over each other suggesting ways to be tough on Pakistan. But it was Jon Huntsman who put his finger on the problem. “I would recognize exactly what the US-Pakistani relationship has become, which is merely a transactional relationship,’’ Huntsman said. American aid should be contingent on Pakistan’s keeping up the fight on terrorism and on keeping American supply lines to Afghanistan open, he said.

And that’s the trouble. For although the Obama administration still talks about a strategic relationship with Pakistan, it has long since become a transactional one. Here’s your money, the United States seems to say, so now do what we say and do it now!

Pakistan, on the other hand, would have liked a true strategic relationship in which the United States would take cognizance of Pakistan’s strategic fears, needs, and national interests. Instead, US officials keep scolding Pakistan for not subordinating its strategic interests to America’s.For example, is it reasonable to demand that Pakistan attack the militant Haqqani network within its borders while at the same time Americans have been trying to negotiate with Haqqani leaders? Since the United States is planning to leave Afghanistan, Pakistan sees a need to maintain relationships with some of the players, especially among the ethnic Pashtuns, who will continue to be involved in the Afghan drama long after the United States has left the stage.

And what a curious doctrine is this “fight, talk, and build’’ that Secretary of State Hillary Clinton keeps talking about. Wasn’t that what we tried to do in Vietnam – bomb Hanoi to make the North Vietnamese come to their senses and do what we wanted? From Pakistan’s point of view, what would Americans say if a Pakistani intelligence officer stepped out of his car in an American city and shot two Americans dead; took their photographs and sped away, as CIA contractor Raymond Davis did to two Pakistanis did in Lahore in January?

Obama was correct to go after Osama bin Laden without telling the Pakistanis, because someone in the Pakistani hierarchy might have tipped off the world’s most wanted man. But we could have included some Pakistani commandos in the attack. We could have asked Pakistan to send us some soldiers to train with ours, and then put a few in the helicopters without them even knowing where they were headed, which would have preserved security. Hypocrisy? Yes, but a little hypocrisy to get bin Laden and still save Pakistan face would have been worth it in order to soften Pakistan’s humiliation about an obvious violation of Pakistani sovereignty.

And now NATO has killed 24 Pakistani soldiers along the Afghanistan border. What actually happened last week is in dispute. Both sides may have thought they were being attacked by the Taliban. But one thing is clear. Pakistani soldiers were killed inside Pakistan by American planes and helicopters inside Pakistani airspace.

What was the US-led coalition doing so close to Pakistan? It would have made more sense not to operate so close to the frontier, even if it meant that some Taliban might escape. After all, they can find sanctuary deeper in Pakistan. Limited wars always include restraints. America’s war in Afghanistan is not going to end with a Taliban surrender on the deck of a battleship, as World War II ended. There will be compromises, and one of them needs to be that the United States doesn’t violate Pakistani sovereignty.

America seems oblivious to how unpopular its drone strikes are, or that Pakistan has lost many more soldiers fighting Islamist extremists than has NATO. The average Pakistani views the whole Afghan campaign as America’s war that has brought them only misfortune and death.

It is said that Pakistan has a weak civilian government and that its military and intelligence services are running the show. But can something similar be said of the United States? The US military out-maneuvered an inexperienced president into a deeper Afghanistan commitment than even the Bush administration was willing to make. Is the military-intelligence complex striving to keep the United States involved in Afghanistan longer than it might otherwise be, and getting into heedless and unnecessary confrontations with Pakistan?

President Asif Ali Zardari, who flew to Dubai suddenly on Tuesday, complaining of heart pains, had been feeling increased pressure over the "Memogate" scandal and he may resign, according to a dispatch posted on Foreign Policy magazine's web site. "The noose was getting tighter — it was only a matter of time," The Cable, Foreign Policy's blog, quoted a former US government official as saying. The official expressed the growing expectation inside the U.S. government that Zardari may be on the way out, the dispatch said.

The former US official told The Cable that when President Barack Obama spoke with Zardari over the weekend regarding NATO's killing of the 24 Pakistani soldiers, Zardari was "incoherent." He said that parts of the U.S. government were informed that Zardari had a "minor heart attack" on Monday night and flew to Dubai via air ambulance on Tuesday. He may have angioplasty on Wednesday and may also resign on account of "ill health." the dispatch said.

"This is the ‘in-house change option' that has been talked about," Shuja Nawaz, director of the South Asia Center at the Atlantic Council, told The Cable. Nawaz said that this plan would see Zardari step aside and be replaced by his own party, preserving the veneer of civilian rule but ultimately acceding to the military's wishes to get rid of Zardari, according to The Cable. "Unfortunately, it means that the military may have had to use its muscle to effect change yet again," Nawaz was quoted as saying. "Now if they stay at arm's length and let the party take care of its business, then things may improve. If not, then this is a silent coup with [Pakistani prime minister Yousaf Raza] Gilani as the front man."

Last week, Zardari announced plans to address a joint session of parliament amid allegations that his former ambassador to the U.S., Husain Haqqani, sought Washington’s help in heading off a feared military coup following the May killing of Osama bin Laden by American Navy Seals near Islamabad. Haqqani was forced to resign by Prime minister Yousaf Raza Gilani and the Supreme Court last week barred the former envoy from leaving the country as it investigates the claims against him. The court asked Zardari and the military leadership to submit replies on the issue.

A Pakistani-American businessman, Mansoor Ijaz, has alleged he helped Haqqani deliver a message from Zardari to the then- chairman of the U.S. Joint Chiefs of Staff, Admiral Mike Mullen. Haqqani denies the allegations. Pakistan’s military was embarrassed by the raid that killed bin Laden, which was carried out without its knowledge.

Summary
Government of Pakistan is not playing its role in recording casualties in drone attacks while Pakistani security officials release false information to the media regarding victims of CIA’s drone attack in Pakistan. The Conflict Monitoring Center’s monthly report on drone attacks highlights contradictions in government’s public stance on drone attacks and its seriousness to record names and other identities of the victims of drone attacks. According to CMC’s findings there is a need to launch official investigation to find out why ‘anonymous’ security officials release details of every single drone attacks and why these officials overlook civilian casualties. The report says that at one occasion Pakistan’s Army Chief was condemning civilian casualties in drone attacks while same casualties were declared ’suspected militants’ by Pakistani security officials. The Conflict Monitoring Center keeps record of every single drone attack and issues monthly and annual reports on drone attacks. According to the data collected from mainstream national and international newspapers as well as from local newspapers of Peshawar, American Central Intelligence Agency has killed a maximum of 37 and minimum of 26 human beings inside Pakistan during the month of November 2011 with missiles fired from unmanned drone aircrafts. The CIA has carried out 4 drone attacks during the month which is half to the number of drone attacks in October 2011. Apart from two most wanted British militants, most of those killed were unknown human beings. Three out of these four attacks were carried out in North Waziristan while the only drone attack in South Waziristan reportedly targeted the basecamp of Tehreek-e-Taliban Pakistan (TTP). The attack on TTP’s basecamp was the deadliest attack of the month in which 18 suspected militants were killed on November 16, 2011. The CIA carried out three drone attacks on three consecutive days i.e. on 15, 16 and 17th of the month, while one drone attack was carried out on 3rd November. Nationwide protest was observed against drone attacks and US military incursions in Pakistan during the last week of the month. The CMC also states in its report that about 30 civilians were also killed in drone attacks in Somalia during the month of November 2011.

Civilians Killings and role of Pakistani Government

As per previous practice, anonymous security officials declared that all those killed were militants but as usual they have not disclosed names of the victims. However, in the past many of these unverified claims proved false as the people who were termed as militants were actually civilians. Pakistani government publically criticizes drone attacks but has done nothing to record identities of the victims of this controversial campaign. Independent media persons or researchers have no access to the area for a number of obstacles. The government has all the resources to record names and other identities of the victims but does nothing to fulfill its responsibility. A charter signed by casualty monitoring organizations from all over the world and sponsored by Oxford Research Group demands that governments must record exact number and identities of the victims of armed conflict but the government of Pakistan has done nothing to do this essential job. This practice raises serious concerns on the role of Pakistan’s Federal Government as well as FATA secretariat controlled directly by the President of Pakistan and run by its representative, the Governor of Khyber Pakhtun Kha province. Government has also not set up any compensation mechanism for the civilian victims of drone attacks.

On the other hand the CIA too is hiding all facts from public regarding drone attacks to avoid any legal implications. International law expert consider this drone campaign against human rights and demand and end to it.

US Admits errors in identifying friends from foes in Drone Attacks

An official investigation conducted by the Pentagon has underlined a series of errors which can kill friends instead of foes. The inquiry was conducted after two US soldiers were killed in a drone attack inside Afghanistan[i]. Ironically United States has not carried out any official investigation for the deaths of innocent civilians in Pakistan caused by its lethal drone campaign. There are many proven incidents when drones killed only civilians. Such an attack was observed on 31st of October this year when a handicapped young boy Tariq Khan along with his cousin was killed in a drone attack [ii] [iii]. An independent investigation is required to ascertain whether the CIA had killed him deliberately to punish him for his participation in a protest against drone attacks in Pakistani capital Islamabad. Just four days after his participation in the protest he was ‘eliminated’. In the past the CIA had carried out such drone attacks which were vengeful and punitive in nature like the one it carried out on March 17 this year killing more than 40 civilians to avenge detention of its spy Raymond Davis who had killed two Pakistani citizens in Lahore in February[iv]. Like killing of Tariq Khan and attack on tribal Jirga, there are many other cases which need independent investigation because only civilians were killed in those attacks. Although hundreds of its civilians have died in drone attacks since 2004, Pakistani government has not conducted any official inquiry to any of these incidents where civilians were killed which highlights its seriousness

Dubious role of Pakistani Security Officials

It were Pakistani anonymous security officials who had claimed that two to four militants were killed in the drone attack carried out by the CIA on October 31, 2011 in which above mentioned Tariq Khan and his cousin were killed. One of the officials told CNN[v] that four militants were killed while another official told AFP[vi] that four militants were killed. In principle Pakistan is opposing drone attacks then why these security officials regularly release body counts to international media? In every statement it is mentioned that these officials are not authorized to speak on the issue. Is it breach of official code of conduct or these officials are assigned the duty of releasing body count and related information to the media. Apparently it looks official duty which is performed in unofficial capacity. The role and credibility of these Pakistani security officials is so doubtful that they initially declared that 22 suspected militants were killed on March 17 which was deadliest and most controversial drone attack of the year in which more than 40 tribesmen were killed. The attack was so irritating for Pakistan that Pakistani Army Chief Ashfaq Pervez Kyani had issued a rare condemnation of the attack[vii]. It is a question whether these anonymous ’security officials’ work under military command or they are part of the civilians set up. If they are people from Army or ISI then it would be more embarrassing that the Chief is condemning civilian casualties while his sub-ordinates claim that ’suspected’ militants were killed[viii] (Read the Link in the footnote and see what was the earliest claims of Pakistani Security Officials). There is no known investigation conducted by either civil government or military to investigate why these Pakistani security officials declared tribesmen as militants. There is a need to investigate false claims and also government should clarify its position that if it is against drone attacks then why its officials work as spokesmen for the CIA to release details of every drone attack. Revelation of false claims by security officials create doubts on overall credibility of media coverage of drone attacks as apart from few local newspapers from Peshawar the entire world rely on the claims of anonymous security officials.

Significant Deaths during November 2011

Only two out of 37 reported deaths were of any significant nature if one believes in the claims of security officials. One of Britain’s most wanted militants was killed by a CIA drone attack during the month of November 2011, along with another Briton. Ibraheem Adam 24 along with Azmir Khan 37 was killed in North Waziristan[ix].

Protest against Drone Attacks
As the CIA has reduced number and frequency of drone attacks the protest against the campaign was also reduced significantly[x]. However After killings of 26 Pakistani soldiers by US military helicopters in Mohmand Agency protest against drone attacks have once again gained momentum. People from all segments of life have protested against US raid on Pakistani soil and drone attacks. Public resentment against drone attacks remained at its peak during the last week of November and first week of December 2011. Protest against US and its drone campaign was not limited to any specific city or area this time around. It was seen in big cities as well as small towns that people were protesting against US and its drone campaign[xi] [xii].

Another Legal Action against Drone Attacks
A constitutional petition has been filed in the Supreme Court praying for declaring any secret agreement between Pakistan and US forces allowing US drone attacks in the territory of Pakistan as unlawful and ultra vires of the Constitution.The petitioner also prayed to the apex court for declaring the agreement of Pakistan government with US/NATO/ISAF forces allowing them use of Shamsi Airbase as unlawful and against the sovereignty of the country. Sami-ul-Haq, Chairman Pakistan Defence Council and Chief of JUI-S, has filed the petition under Article 184(3), making the federation, Government of Pakistan, ministries of Defence, Interior, of Foreign Affairs, and four provincial governors and chief secretaries as respondents. The petitioner prayed to the apex court to direct the Federation to publish and declare all the agreements which have been negotiated with US/NATO/ISAF void.[xiii] Supreme Court is yet to decide the dates for the hearing.

Two separate legal petitions are already being heard in Lahore and Peshawar High Courts. In June this year, Hafiz Muhammad Saeed, Amir of Jamat-ud-Dawah had filed a petition against drone attacks. Many hearings have been conducted so far but the court still waits for proper response from the federal government on the issue. Hafiz Saeed had filed a constitutional petition through Advocate A.K. Dogar, praying that the federal government be directed to make public information in all matters of public importance, especially “secret deals” made with the US government, as Article 19-A of the Constitution entitled every citizen of Pakistan to have access to all information[xiv]. During one of the hearings Justice Sheikh Azmat Saeed of the Lahore High Court had rejected a report and comments by the Ministry of Foreign Affairs about US drone attacks on Pakistani soil and directed the ministry to file a satisfactory reply and also inform the court about the implementation of a resolution unanimously passed by parliament against drone attacks[xv].

A lawyer affiliated with the Pakistan Muslim League-Nawaz (PML-N), FM Sabir, had also filed the writ petition in Peshawar High Court against the drone attacks. He submitted before the court to direct the respondents to stop drone attacks and Nato air strikes as these were against the collective will of 180 million Pakistanis. On November 16 The Peshawar High Court (PHC) issued notices to the federal government and directed it to explain whether these strikes were being carried out with the government’s consent. A two-member PHC bench comprising Chief Justice Ejaz Afzal Khan and Justice Yahya Afridi admitted the writ petition for full hearing and issued notices to all the respondents, including the Federation of Pakistan through the Ministry of Defence, Federal Secretary Defence and Federal Secretary Ministry of Foreign Affairs and the Khyber Pakhtunkhwa government through chief secretary and political agents of both South and North Waziristan tribal regions.

In July the relatives of US drone victims in Pakistan had filed a complaint seeking an international arrest warrant for a former CIA official, John Rizzo. The complaint lodged with police in the capital Islamabad calls on the Interpol and the US to issue an international arrest warrant against Rizzo over civilian deaths. The retired official has also worked at the CIA General Council under the administration of Barack Obama.[xvi]

Comparison with Previous Year

The month of November previous year (2010) saw almost double number of drone attacks as compared to this year’s month of November. The CIA had carried out 15 drone attacks killing 84 people in November 2010. First 11 months of this year show a significant reduction in drone attacks as compared to the previous year. During first eleven months of 2010, the CIA had struck 116 times and killed 812 people while this year 607 people have been killed so far in 78 drone attacks.

Civilian Killings in Somalia

Very weak reaction against drone attacks in Pakistan has encouraged the CIA to expand its drone campaign in other conflict zones. Currently the agency is operating armed drones in six different countries of the world including Pakistan, Afghanistan, Iraq, Yemen, Libya and Somalia. After Pakistan, Somalia is the biggest target of these armed drones. During the month of November 2011, the CIA has killed at least 30 civilians in Somalia. Casualty rate in drone attacks in Somalia is now higher than Pakistan. Lawless Somalia has no proper mechanism to record the casualties caused by the controversial drone attacks.

A noted South Asia defence analyst who spent six years in Pakistan as Australia's military attache has condemned as "unpardonable" Nato's attack on border posts in Mohmand in which 24 Pakistani soldiers were killed.

"The US assault is unpardonable," wrote Cloughley in Counter Punch, a bi-weekly American newsletter. "It was one of the only too frequent Cowboy Yippee Shoots, as we used to call them in Vietnam when I served there in the Australian army. Some things don’t change," said Cloughley, who contributes regularly to Jane's weekly said.

Cloughley, who now lives in France, said he was in Mohmand three weeks ago, visiting 77 Brigade, "whose officers and soldiers were slaughtered by US aircraft, and I know exactly where Pakistan’s border posts are located. And so do American forces, because they have been informed of the precise coordinates of them all."

"Nobody can deny that the posts are well inside Pakistan," he wrote.

"Those killed in the US attack on Pakistan included Captain Usman, whose six-month-old daughter will never see him again, and Major Mujahid who was to be married shortly. Well done, you gallant warriors of the skies. May you never sleep contented."
After giving various versions of the incident, Cloughley, who believes there is no military solution to the conflict in Afghanistan, commented, "The 'sacrifices that America is making' in Afghanistan, in what is ludicrously called ‘Operation Enduring Freedom’, are entirely self-inflicted. But Pakistan’s sacrifices are inflicted by America, which is losing yet another war and again blames another country for its failure. Just like it did in the disasters in Vietnam and Somalia and Iraq.

"In the past 50 years, what nation has trusted America and come out of the deal with dignity, honour and prosperity? Pakistan is far from a perfect country. Its government is corrupt and appallingly inefficient. But it could do without Washington’s imperial insolence.
At the moment Islamabad is desperate to find some means of registering the country’s contempt and loathing for the United States, and there are very few options available to it. But it could reflect on what Washington’s retaliation would have been if Pakistani aircraft had gone on a yippee shoot and killed 24 American soldiers inside Afghanistan."

The results of a Gilani Research Foundation Survey carried out by Gallup Pakistan revealed that majority (62%) of Pakistanis believe American influence in Pakistan has risen during the PPP government. A nationally representative sample of men and women from across the four provinces was asked whether they agree or disagree with the view that American influence has increased during the PPP government, or there has been no change?

Responding to this 62% agreed that the US influence had increased, 19% disagreed whereas 12% believed that there was no change in it. However 7% did not give a view.

China's top state newspaper on Tuesday accused the United States of flouting international law and fanning terrorism after a NATO attack killed 24 Pakistani soldiers, and it warned that the Islamabad's grip on security could be dangerously weakened.
The condemnation in the People's Daily, the main newspaper of China's ruling Communist Party, kept up Beijing's angry words in support of its partner, Pakistan, whose prime minister, Yusuf Raza Gilani, has said that "business as usual" with the United States was over after the attack on Saturday.

NATO called the killings a "tragic, unintended incident," and U.S. officials said NATO and American investigatons will determine what happened in the attack in northwest Pakistan. But the People's Daily said the attack already laid bare deeper problems in the U.S. approach to militant threats. 

"Above all, we must be clear that the United States and NATO have trampled on international laws and rules," said a commentary in the newspaper.

"The risk in fighting terror this way is that it will ignite latent sympathy and support for terrorism, as well as hurting many innocent people and damaging international law," said a commentary in the Chinese-language newspaper. "The soil nurturing terrorism will become even more fertile, and the space for terrorism to spread even broader," it said.The commentary came after the Chinese Foreign Ministry spokesman Hong Lei voiced "shock" over the assault, and the Chinese Foreign Minister Yang Jiechi offered Beijing's "firm support" to his Pakistani counterpart, Hina Rabbani Khar. But there are no signs as yet that China is prepared to go beyond rhetorical support to take on a bigger role as a security partner of troubled Pakistan.

The close ties between China and Pakistan reflect long-standing shared wariness of their common neighbor, India, and a desire to hedge against U.S. influence across the region. But the mutual vows of the Sino-Pakistani "all-weather friendship" only go so far, analysts have said. Beijing does not want to risk entanglement in volatile Pakistani politics, risking its own interests and alienating India, an increasingly important trade partner and regional power.

The People's Daily commentary said the killings of the soldiers could inflict lasting damage.

"Islamabad's grip on domestic security will also be weakened," it said. "This will not only work against the war on terror, it could also leave the risk of long-term turmoil."

According to the latest news feeds pouring in from Rawalpindi, the Pakistani Army Chief has suspended the regular chain-of-command system and all forward operating units have been ordered to retaliate in case of aggression from the eastern border with Afghanistan. The implementation of this order allows Pakistan Army units based at checkpoints along the Afghan border to retaliate in case of any NATO/US incursions without seeking permission from the military high command.

Pakistan had recently blocked the NATO supply routes into Afghanistan due to the unprovoked NATO/US attack on a Pakistani checkpost which left 25 soliders dead. Relations between the two forces have been tense since the attack and NATO's belligerent behaviour has left it in a dangerous Afghanistan with an evenly irked nuclear powered neighbour.

The Afghan End-Game certainly seems to be approaching at a blistering rate and international powers have already started siding with the fast emerging winner. With more non-cooperation measures, such as the evacuation of Shahbaz air base (Jacobabad) & the withdrawel of fly over rights, looming on the horizon relations between the US led NATO and Pakistan are destined to take a new low.
