China has agreed to build two new civilian nuclear reactors in Pakistan, according to Chinese companies and officials in Islamabad and Beijing, UK newspaper Financial Times said Thursday.The decision to supply reactors to Pakistan reflects China’s growing diplomatic confidence. It also reflects Beijing’s ambition to become a global supplier of nuclear energy and underscores its view of Pakistan as a prized south Asian strategic partner.The new deal with Pakistan, which has yet to be publicly announced, poses a dilemma for the US administration of President Barack Obama, which wants Chinese support for new sanctions on Iran but which does not want to weaken the Nuclear Non-proliferation Treaty. Non-proliferation is one of Washington’s main foreign policy goals.

China began building a nuclear reactor in Chashma in Punjab province in 1991 and work on a second rector began in 2005 and is expected to be completed next year. Under the new agreement, Chinese companies will build at least two new 650-MW reactors at Chashma, FT said. A Pakistani government official familiar with the discussions with China said on Wednesday: “Our Chinese brothers have once again lived up to our expectations. They have agreed to continue cooperating with us in the nuclear energy field.”

In a statement on its website, China National Nuclear Corporation said that the Chinese and Pakistan governments had signed an agreement to finance the construction of the two new reactors in February. Last year, Shanghai Nuclear Engineering Research and Design Institute said it had been hired to design the two new reactors.Diplomats in China said they had been told that Beijing has given its formal approval to the deal, although they cautioned that there could still be last-minute hitches in the talks between the two governments.Officials of two nations that are members of the Nuclear Suppliers Group said they had yet to be formally informed by the Chinese that the supply of new reactors was going ahead.

Mark Hibbs, senior associate at the Carnegie Endowment for International Peace's nuclear policy programme, said that China had decided to go ahead with the deal because “for political reasons it felt Pakistan should be compensated in some way for the US-India nuclear deal”. The deal between Washington and New Delhi facilitated nuclear co-operation even though India has not signed the NPT.“After the dust settled on the US-India nuclear deal, China gravitated towards a position that it will support nuclear commerce if it benefits Chinese industry,” he added.

The Obama administration could well not oppose China’s new nuclear deal with Pakistan, Hibbs said, because it wanted to keep Pakistan engaged in Afghanistan and gain Chinese support over Iran’s nuclear programme. He also said the US would find it difficult to oppose China’s support for Pakistan after signing the US-India civil nuclear agreement. Western diplomats in Islamabad said the US was likely to accept China's growing role as a supplier of nuclear power to Pakistan.

The agreement comes as Pakistan faces long electricity cuts as a result of under-investment in the energy sector. Prime Minister Yousuf Raza Gilani last week urged Pakistanis not to damage public property in protests against the power shortage.

By allowing foreign militaries a free reign in our tribal belt to kill hundreds of innocent Pakistanis, Pakistan is committing the same mistake as Putin’s, who initially did well a decade ago by crushing the rebellion in Chechnya but now is creating more rebels because of highhandedness. Also, Pakistan has no business eliminating the Afghan Taliban, who survived the 2001 war thanks to US mismanagement. The problem should be solved inside Afghanistan, not Waziristan.

 It was brave on the part of Pakistan army chief to publicly apologize for mistakenly bombing and killing tens of innocent Pakistanis in a Khyber Agency village. In a similar incident in 2006 during the reign of his predecessor, where a US missile killed up to 80 children in a school, the action was not only defended but the Pakistani military was forced to own it, giving the first signal to everyone that innocent Pakistanis can be killed with impunity as part of the war on terror. Since then, more than a thousand innocent Pakistanis have lost their lives as collateral damage in these ‘successful’ drone attacks. This would remain one of the darkest spots in our history where our rulers shirked their responsibility for the protection of every Pakistani citizen on our soil.  But the army chief’s apology is also an opportunity to review whether it is acceptable to have allowed ourselves and our American allies to import their methods of dealing with occupied populations in Iraq and Afghanistan to be used with our own people inside our own homeland.  continue

As an observer watching the events of 27 December 2007 very closely and having seen the original photographs within hours of her death, I subscribe to the hypothesis that Benazir Bhutto was not a victim of any ragtag militants, but rather an international, well rehearsed plot with active cooperation from within Pakistan. Not only was she eliminated in a fail safe operation, the crime scene was also washed immediately with emergency doctors becoming mum after their first exciting disclosures. Thereafter the story kept taking twists. 

No one other than the Secretariat of PPP on Embassy Road Islamabad had the original and most incriminating video which they later handed over to Channel Four [UK] and some stills to DAWN TV. The video was taken by a Jiyala [party activist] sitting in a Pajero jeep immediately behind Benazir’s Land Cruiser. These pictures were up on the net within hours of her assassination and much before the ‘handle theory’ and the hosing down of the crime scene took place. The assassin displayed remarkable cool. At least once, he chose to delay his fire and then moved in very close to an advantageous position with the bomber following him. The man who grappled and brought him down deserves a citation. 

Benazir Bhutto, the Daughter of the East is dead, buried and treacherously abandoned by her party leadership. Some prime witnesses including the assassin himself, the suicide bomber, Khalid Shanshah, Baitullah Mehsud and God knows who else are silenced forever. In the same stride, the nation must also know who murdered national leaders like Quaid-i-Azam Muhammad Ali Jinnah and his sister, Liaquat Ali, Bhutto, Ziaul Haq and Murtaza Bhutto. continue

The Obama Administration today termed as "outrageous" and "baseless" the allegation of Pakistan's former Inter Services Intelligence (ISI) head Hamid Gul about the US' involvement in assassination of Benazir Bhutto. "That is outrageous. He is frequent commentator on television, and certainly has an anti-American agenda," P J Crowley, Assistant Secretary of State for Public Affairs, told reporters here after the US Embassy in Islamabad dismissed the allegation coming from Gul about Bhutto's murder and the UN report on it. "General Gul made an outrageous suggestion that the US was responsible for assassination of Benazir Bhutto. And Jamaat claimed the US was somehow responsible for the terrible attack on their peaceful demonstration in Peshawar on Monday," the senior State Department official said. 

"Such comments are baseless and irresponsible and should be examined by Pakistani media objectively. The US and Pakistan were fighting and our citizens were dying at the hands of these common enemies," he said. Crowley said extremists do not discriminate between striking Pakistani and American targets and continue to claim innocent lives of people from all walks of life, "from the peaceful Jamaat protesters to Benazir Bhutto."  continue

Trust me, this is a wedding that India never wants to see again. Ever Never before has a wedding tested India's relations with Pakistan and created new misunderstandings that will echo for a long time to come. [Yes, we're still talking geopolitics.] American and British commentators piled over each other to welcome the wedding between Pakistan's ace cricketer Shoaib Malik and India's star tennis player Sania Mirza as an event that would bring Pakistan and India closer.  Hindu extremists burning Sania Mirza's effigy for marrying a Pakistani celebrity. Instead, it exposed ugly Indian insecurities, especially the rampant anti-Pakistanism in India not just in New Delhi but also among ordinary Indians. This is in sharp contrast to the warmth shown to Indians at all times in Pakistan, regardless of tense official relations.  

While most Pakistanis innocently celebrated the wedding as a chance for peace, Indians wore long faces, like a parent angry at a daughter who's ran away to marry the wrong man. Forget peace, Indians fretted that Mirza, a Muslim, might ditch India and start representing her husband's country Pakistan at international tournaments.

Indians, both in and out of government, did everything they could from day one to scuttle the wedding. When nothing worked they unleashed saffron-clad Hindu extremists to scare Sania Mirza and her parents for 'betraying' India. When that failed, New Delhi confiscated the Pakistani sportsman's passport on a lousy excuse while the Indian media went digging up dirt on the Pakistani young man to dissuade Mirza's family from going ahead with the wedding.  continue

Pakistan Political Parties & Army How Military Nurseries Produced Pakistan’s ‘Democratic Warriors’

Read how a veteran of a military government in Pakistan [1977-1988] explains the democratic credentials of Pakistan’s democratic warriors.

Military-led governments in Pakistan have failed in creating long term stability and fostering national identity, like the ruling party did in China.  This failure is well known. But Pakistan’s destructive politics can’t end without understanding another major failure: How Pakistan’s democratic elite is really not democratic at all. Forget about building a great country and a healthy and prosperous people, Pakistan’s political elite divides Pakistanis by language, sect and violent politics because it has nothing else to offer in exchange for getting elected.  And with the new amendments to the Pakistani constitution, which strengthen family-run dictatorships within parties, there is hardly any chance that the able and the willing among 170 million Pakistanis will ever get a chance to lead their homeland.

In 2008, these politicians got themselves elected in the name of democracy. But even that credential is questionable. Retired Lieutenant General Faiz Ali Chishti, who played a major role during the military-led government of former President Gen. Zia-ul-Haq between 1977 and 1988, gave an interesting insight earlier this week in Lahore into the relationship between failed politicians and military coups. His remarks are important because he said several things that are new and must be noted.

Mr. Chishti said that “Several (democratic) champions became leaders while sitting in the laps of army generals.”   He listed them as follows:

  • Zulfiqar Ali Bhutto, former Prime Minister of Pakistan [Benefactor: Field Marshal Ayub Khan].
  • Nawaz Sharif, former Prime Minister of Pakistan [Benefactor: Gen. Zia-ul-Haq]
  • Altaf Hussain, the exiled British-Pakistani leader of MQM [Benefactors: Gen. Zia-ul-Haq and Gen. Pervez Musharraf]

Dear Peter Gailbraith,

I do not know how to thank you for your so many favors to me and my family. As you know that the orders of my dismissal were drafted in the JAG branch of the GHQ, and it was not possible for me to pull along with the army and they subverted my Government. I have already communicated to various friends in the Congress and especially Stephen Solaran to use their good office with President Bush so as to put maximum pressure on President Ishaq and the army in Pakistan that they do not disqualify me from the elections as it will be unjust and negation of all democratic principles for which we have struggled.

It would be more appropriate, if military as well as economic assistance to Pakistan is stopped and all the international agencies like World Bank, IMF are told to squeeze the Government of Pakistan and if possible all supply to Pakistan should be disrupted so that normal life in Pakistan comes to stand still. As long as I was the Prime Minister I kept a check on the Nuclear device but now I do not know what are the plans of Government. The suspension of F-16 and its spares will bring the army to its senses.

Dear Peter, please use your influence on V. P. Singh, the Indian Prime Minister to engage the Pakistani army on the borders so that they do not impede in my way. I wish Rajiv Gandhi had been the Prime Minister of India, things would have been easier.

Something has to be done! The world is running while we are still debating on stupid issues. Look at India, till the 60 and 70 and even the 80's it was behind us in terms of technology, economics but now they are way ahead. We at PKKH and other such organizations are trying our best to keep the countries motivation high, but our rulers are taking us back, instead of going forward.  Do we have any solution?

I personally don't beleive in Demoacracy or Dictatorship. I believe that their should be one right man for the right job, instead of having a 100 man + army of minsters and advisors who are good for nothing. What will happen??

They come on talk shows, and blame and spread hate propaganda against the army as if it is Pakistan's biggest threat and democracy is God given. They don't want to talk about sugar, electricity, etc. I heard on Mubashir Lucman show that the sugar mills combined made an extra profit of $750 million, while the cost of importing sugar at the right tome form the international market would had been $2 billion.

In Pakistan, load shedding is now at a record level of 18 to 20 hours. Why don't they change the names of utilities to 'Karachi Electric Load Shedding Corpoaration" (KELSC) and so forth?

The chaos that Afghanistan and Iraq has been experiencing in the past decade is undeniably because of the presence of foreign troops occupying these lands. While these troops were supposed to bring peace and stability to these countries, quite the opposite has happened; the role of these troops has become increasingly suspicious, and a great many questions have been raised regarding their true intentions. While Afghanistan has been seeing its share of brutality, Iraq has suffered tremendously too; private security firms have been engaged in committing all sorts of atrocities. The famous and honest and very well known intellectual and Pakistani bureaucrat, QUDRATUALLAH SHAHAB, wrote the following in his autobiography, SHAHAB NAMA, in page 778. I have translated this from Urdu to English:

‘‘In 1969, when I was a member of the executive board of UNISCO, one of my friends from Poland was angry that Russia is influencing Poland against the will of polish people. The Poles were against the Soviet bloc and they didn’t like the Soviet influence in Poland . But the Polish government was a client of the Soviet Union . My polish friend was one of the senior and experienced foreign affairs officers of his country.

One day during a chat and discussion he said, ‘Although Russia and America are enemies but on some issues they become friends.’

I was surprised and asked, ‘For example?’ He said, ‘For example, PAKISTAN .’‘I was stunned. I requested him to explain.’

On my request he explained, ‘It is a reality not hidden from whole world that the Pakistani military is one of the highly disciplined and professional militaries in the WORLD. And that REALITY is not acceptable to both countries, I mean RUSSIA and AMERCIA. continue

Making bomb runs with dive deliveries of weapons and hitting at enemy’s mock bunkers, the fighter aircraft of Pakistan Air Force on Tuesday demonstrated a high level of tactical preparedness featuring speed, precision and strength. With thunderous supersonic boom, the aircraft representing PAF’s fleet including F-16s, JF-17 Thunder, Mirages and F-7 JP appeared in the blue skies during PAF’s Firepower Demonstration at Thal Range, which spans over an area of 34,000 acres. The demo started with two A-5 aircraft – one carrying a National Flag and the other with a welcome banner, flew past the audience including Prime Minister Syed Yusuf Raza Gilani, services chiefs, parliamentarians and PAF officials. continue

It was Pakistan's week in Washington with much talk of a new, deeper geopolitical understanding between the United States and a "major non-NATO ally." The star was Pakistan's army chief, Gen. Ashfaq Kayani, and the country's de facto politico-military power.

The Pakistani army has taken over from ineffectual, corrupt civilian governments four times since independence. This time, the civilians haven't been ousted but outed as incompetent and irrelevant. President Asif Zardari, widower of Benazir Bhutto, is slowly ceding his frequently ignored powers and turning them over to Wazir-e-Azam (Grand Minister, or Prime Minister in Western governments) Yousuf Raza Gilani and his civilian government. But they can't seem to keep major cities in around-the-clock electric power, let alone basic foodstuffs. Water shortages also plague Pakistan's 175 million people. continue
